Tender description
THE CONTRACT HAS BEEN AWARDED TO OPTIMISE CONSULTANTS Specification of work Overall objective The successful tenderer will be expected to produce a comprehensive report identifying existing incentives (positive or negative) put in place by contracting parties to the OSPAR Convention by the EU and by EU Member States designed to reduce the consumption or usage of and/ or waste generated by the disposal of single use and other items which have been demonstrated to result in marine litter . The report should also contain a brief analysis of each measure identified, including an assessment of their effectiveness. Examples of such initiatives would be the ‘plastic bag’ levy introduced in Ireland; sale and return schemes for items such as plastic bottle programmes; or bans or restrictions on the use of specific disposable or single use items to reduce waste or litter generation which are in operation in certain European jurisdictions. Tasks and Deliverables The successful tenderer (hereinafter referred to as ‘the Contractor’) shall produce a report of their findings for submission to the Department on completion. Chapter drafts may be submitted, on a monthly basis, over a three month period. It is envisaged that the work will mainly consist of a desk study of existing literature and datasets. It is assumed that the contractor has access to relevant international environmental/economic databases, publications and e-mail. Written or telephone communication with policy implementation agencies may be required, however, no site visits or surveys are envisaged.
