Tender description

The North Western Inshore Fisheries and Conservation Authority (NWIFCA) requires a replacement vessel for the purpose of carrying out it's enforcement obligations. This vessel will replace NWIFCA's existing vessel (the Solway Protector). The replacement vessel must have been built from 2009 onwards with a catamaran hull and superstructure made from marine grade aluminium. For a full list of NWIFCA's requirements please review the tender documents and Specification available on Lancashire County Council's (LCC) Oracle tendering portal. LCC are conducting this procurement on behalf of NWIFCA, and for clarity NWIFCA will be the contracting authority. This competitive procedure with negotiation will take place over 2 distinct Cycles: Cycle 1: This is the Request For Information/PQQ stage. Interested parties should register on LCC's Oracle e-tendering portal, read all the information and documents provided, and submit a completed PQQ prior to the deadline. After PQQs have been evaluated, a minimum of 3 preferred suppliers will be selected based on information submitted in their PQQ, to proceed to Cycle 2 Invitation to Tender (ITT) award stage of the procurement. The number of preferred suppliers may be less than three if insufficient responses to the PQQ are received. Cycle 2:LCC will invite preferred suppliers to submit a full response to the Invitation To Tender document and associated documents, including technical criteria, pricing criteria, and supporting information such as technical drawings and photographs. LCC, NWIFCA and a qualified marine surveyor will evaluate initial tenders submitted. LCC reserves the right to award the contract on the basis of an initial tender, without further negotiation. During Cycle 2, LCC may, if deemed necessary, conduct further rounds of negotiation with qualifying suppliers to improve the content of their submissions. Negotiations, if used, will continue up to a stage where final tenders are submitted which are then no longer subject to negotiation. Qualifying suppliers will be advised if negotiations are required at the appropriate stage of the process and will be informed of relevant deadlines for the submission of revised tenders. Following submission and evaluation of final tenders, the contract will be awarded to a single qualifying organisation (subject to LCC's discretion not to award a contract to any qualifying organisation).
