Summary of the work Prepare detailed Programme and Project Plan for an Enterprise PPM using Microsoft Project Online . Publish dummy projects and resources into MS Project Online PoC to support trialling processes. Support development of Portfolio Office Processes ready to develop fully in main programme. Update RAID Log to transition into the Programme Specialist role Portfolio manager Expected Contract Length 6 weeks Latest start date Wednesday 26 July 2017 Maximum Day Rate Up to £600 per day Who Speclialist Work With This role will work with the Programme Manager, EP3M SME, Business Analyst, Programme Support Officer, Microsoft support and FCOS Enterprise Architect as we prepare firm costs and evidence of capability through a Proof of Concept to complete the Full Business Case for approval to implement the Microsoft Project Online Solution What Specialists Work On Prepare detailed Programme Plan for the Themis Programme to deliver Business Change for Enterprise Portfolio, Programme and Project Management together with: Detailed Project Plans for the Business Change Project and Configuration & Implementation Plan for Microsoft Project Online. Publish dummy projects and resources into MS Project Online Proof of Capability to support trialling processes such as Timesheet recording and approval to provide evidence of capability for the Final Business Case. Support early development of Portfolio Office Processes ready to develop fully in main programme. Skills & Experience • Proven experience of Programme and Project Planning using standard project planning tools • Proven Experience in setting up Enterprise Portfolio or Programme Offices • RAID Management • Communication Experience • Business Change Experience • Experience of Stakeholder Engagement and Management • Process writing experience Nice to Haves Experience of Microsoft Project Online Work Location FCO Services, Hanslope Park, Hanslope, Bucks Working Arrangments 7.5 hr day for Contractors based in Hanslope Park (however hours outside of this may be required dependent on project/business need) The role requires int individual to be on site at least 4 days a week to work witrh the rest of the team in this fast paced piece of work. The objective is to have completed all elements of this work by the end of August with a Stage Gate to move from Phase 1 (this Phase) to Phase 2 (Implementation of BUsiness Change and MS Project Online) on 22/08/2017. Expenses are to be included in the Day Rate. Security Clearance SC Clearance is required as a minimum No. of Specialists to Evaluate 3 Cultural Fit Criteria • Have high integrity and values. • Proactive rather than re-active • Understand Central Government • Be able to work with mixed teams (civil servants/contractors/strategic partners) and be able to bring the best out of them in order to meet the deliverables. Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. Is this project likely to extend? This is a discrete piece of work for July/August. It is possible that the role may extend beyond that date 2. Can you confirm your IR35 assessment result please? FCO Services ( FCOS ) is a Public Sector organisation. IR35 legislation will apply to FCOS and may apply to off-payroll personnel ( contractors ) who are engaged to provide the service to FCOS through an intermediary. Government guidelines state that an intermediary can be:• Your own limited company• A service or personal service company• A partnership The role itself does not determine whether IR35 shall apply but the type of intermediary the contractor provides the service through. Please advise which of the above applies to the person you intend to provide for this work. 3. If the services are provided by a Limited Company Contractor (PSC) will the nature of the engagement by inside or outside of the IR35 reform legislation? FCO Services ( FCOS ) is a Public Sector organisation. IR35 legislation will apply to FCOS and may apply to off-payroll personnel ( contractors ) who are engaged to provide the service to FCOS through an intermediary. Government guidelines state that an intermediary can be: • Your own limited company • A service or personal service company • A partnership The role itself does not determine whether IR35 shall apply but the type of intermediary the contractor provides the service through. Please advise which of the above applies to the person you intend to provide for this work. 4. I’ve been asked to look at resourcing the above role and would like to know if the service is provided via a limited company contract what the IR35 status would be. It is up to the supplier to decide if the specialist they put forward in DOS2 are employed by them or contracted via a Limited Company. The question re IR35 was asked yesterday and I supplied you with the output from the ESS tool for this role. This role comes out as self-employed/outside IR35 5. The role requires SC clearance. Is this a pre-requisite to applying for the role or would the client be willing to sponsor a suitable candidate? Failing that, would DS and/or BPSS be a substitute? These 2 roles need to be available for an immediate start, therefore need to already have a minimum of SC Clearance. Neither DS or BPSS will be sufficient 6. What is the total number for positions open for this role One position. 7. Is there any travel involved in this role and will the travel expenses be paid ? No travel is involved. 8. Is the rate inclusive or exclusive of VAT? The rate is in inclusive of VAT. 9. Any specific format(pdf,doc) in which CVs to be sent later No there is no specific format. 10. What are the other expenses which will be paid. There are no other expenses. 11. What is the exact start date Exact start date to be confirmed. 12. Can more than one candidate per supplier be submitted for this role No, please only submit one candidate per supplier and provide the candidate which best fits the requirement. 13. Will you sponsor SC clearance Yes SC clearance is the minimum we can have. 14. What is the lead time for feedback once the application is submitted? The target date for the feedback will be the 26th of July 17. 15. Is occasional remote working allowed? Yes remote working is acceptable, we would look for a minimum of 3 to 4 days on site as required to be accessible for meetings etc. We can be flexible re part-time working too 16. 3. If the services are provided by a Limited Company Contractor (PSC) will the nature of the engagement by inside or outside of the IR35 reform legislation? Once all requests are submitted the short list will be identified and the IR35 can then be identified and discussed further.
