Tender description

Provision of residential rehabilitation service for substance misuse service users. Bristol City Council will administer a Framework Agreement for residential detoxes and residential rehabilitation placements. The selection of providers will be overseen by the Residential Rehab Panel (a multi-agency panel comprising of Bristol City Council and Complex Needs representatives). The placements will be managed by means of a call off procedure. The framework will be an agreement between the Contracting Authority and the Providers where both parties agree to terms of future dealings, outlined in the Framework Agreement, and specification which defines quality, care standards, cost and performance management expectations, without committing to or guaranteeing any specific purchase or contract. Bristol makes approximately 100 rehabilitation placements per year. We expect that the majority of our annual placement budget will be spent on placements from this framework agreement dependent upon the final number and range of providers included in the Framework, which will also include facilities for female only placements. The commissioner requires the Residential Rehab provider to work as part of roads. Where clients are not re-locating, there is an expectation that upon successful completion of their placements clients will be referred into the roads Community Recovery Centres for continued recovery support interventions.
