Summary of the work To support its digitisation plans, HSE is planning to implement a Design Pattern Library (DPL) to enable it to manage and control its content more effectively and provide a more consistent, responsive user experience. Specialist role Developer Latest start date Wednesday 9 August 2017 Who Speclialist Work With The work will be based within the Digital Team so will be delivered to the Head of Digital. Collaboration will be required with in house User Experience Designer and IT team. What Specialists Work On To support our digitisation plans, we are planning to implement a Design Pattern Library (DPL) to enable us to manage and control our content more effectively and provide a more consistent, responsive user experience. Resource is needed to build the templates, style sheets etc. that will reside in the DPL. The DPL creation will run in parallel with in house HSE projects to digitise our internal and customer facing processes. Skills & Experience • CSS3 • SASS • HTML5 • Github • Basic JavaScript Nice to Haves • Familiarity with GDS design library • Previous experience of implementing or maintaining a code-based pattern library in governmental and non-governmental organisations • Deep understanding of the concept of Atomic Design (by Brad Frost). • Experience of working with Microsoft Dynamics AX and Visual Studio would be an advantage Work Location HSE requires the successful Contractor to be North West based. It is expected that work will be carried out in Redgrave Court, Bootle on 1 day per week, with the other days flexible. The Contractor may also occasionally be required to attend meetings in other HSE sites, if required. Working Arrangments Resource will be needed for 2 days per week, for (estimated) 4-6 months which will cover the initial build as well as handover to in house resource for ongoing maintenance. Travel and Subs not payable for travel to Bootle office but for travel to other meetings, it will be payable in line with HSE agreed rates. Q1 Could you please confirm IR35 status & Duration of the role?Q2 What is the contract duration? And is it IN or OUT of IR35? A1&A2 The role is deemed to be outside scope of IR35 at present, however, full assessment will be undertaken on successful supplier. Also depends on type of organisation/person contract is awarded to. An individual would fall within IR35 because HSE would need to interview/assess replacement. A company would possibly be outside because they could allocate staff they think appropriate to the contract, providing they were suitably qualified/skilled. As per advert, the work is required to start by 09 August at latest. Resource at HSE will be needed for 2 days per week, starting circa week 6/8, for (estimated) 4-6 months
