Rainfall dashboard and hosting services

Tender description

Creation of a dashboard and hosting services for a year to provide access and ability to manipulate rainfall data for the Upper Lea catchment in Luton (source to Luton Hoo) and email alerting service or specific conditions. The dashboard should display a map of the hydrological catchment, existing river level data (updated once per day) , ground saturation data (API) and the existing rainfall intensity, updated every 5 minutes and the forecast rainfall for the next 6 hours. LBC will require unlimited number of officers being able to log in and access the data and provision of an email alerting service to a nominated contact at the Council in the event that any of the above metrics exceeds specified limits. The service should allow the Council to: Download historic rainfall at any location in the catchment and aggregated data into different time periods for the whole catchment.View historic rainfall for the catchment at a range of different grid sizes. Define up to 20 points and up to 20 polygons that would allow aggregation of rainfall data, viewing of historic data and manipulation of the data for the specific points and/or polygons. The service should also include: Provision of all associated data storage and backup Provision of telephone and email support Carrying out reasonable minor updates and changes to the database and associated calculations if requested by the Council.
