Tender description

This document invites tenders from experienced, quality Independent Fostering Agencies to provide foster care placements for children and young people who present with additional needs and challenging behaviours aged 0-18 years and children and young people with disabilities and complex healthcare needs. It is possible that both groups will have experienced placement breakdowns as well as abuse, neglect and loss and may demonstrate offending and/or challenging behaviours or be emotionally vulnerable. The Council wants to develop a model in which it supports the successful IFAs to build their capacity for these needs, and give providers the ability to select a placement with access to place with the Council's foster carers as well as their own. This will increase opportunities to make effective placements. The tender process uses the Light Touch Regime under Public Contracts Regulations 2015 and will consist of 2 stages as described below. Stage 1 — Initial Outline Solution Tender Questionnaire for assessing eligibility. Tender Return document which will focus on the model that will be adopted and explanation of the management of the processes. Stage 2 — Dialogue Stage The dialogue stage will focus on the areas that were identified for the Initial Outline Solution, but will allow both the Council and Providers to ask questions to clarify how the approach will work and identify further information that is required to update and submit the final tender.
