Tender description

The Council is seeking to tender for up to a maximum of five block purchase beds within Residential Children's Homes across Telford and Wrekin and our neighbouring authorities. The Council intends to award small block contracts to a number of different providers with the option of spot purchasing additional beds when the need arises, giving regard to the availability of beds and matching criteria being met. This procurement is for social care services which are considered Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations (‘Regulations’). The Council is seeking to tender for up to a maximum of five block purchase beds within Residential Children's Homes across Telford and Wrekin and our neighbouring authorities. The Council intends to award small block contracts to a number of different providers with the option of spot purchasing additional beds when the need arises, giving regard to the availability of beds and matching criteria being met. The successful Bidder shall aim to create sustainable change to reduce long term social and welfare dependency, with the aspiration of equipping Children with the skills to become a self sustainable adult, for example being able to secure employment, maintain their own tenancy agreement and contribute positively to the local community. The successful Bidder shall work in Partnership with the Child, Stakeholders and the Council to actively encourage and support the Child's step down of support from the Provider to enable independence and the Child's move on to an alternative care provision, back to the family home, foster placement or to supported accommodation, if appropriate and in the best interests of the Child. Bidders are asked to submit a price for CATEGORY 1: One (1) bed block, CATEGORY 2: Two (2) bed block, and/ or CATEGORY 3: Three (3) bed block. Bidder's can submit a price for one or more categories. A ranked list of qualifying bids will be developed for each category following evaluation of all criteria. If qualifying bids are received for all three categories, the highest ranked bids for categories 2 and 3 will be offered a block contract. It is the intention of the Council to award up to five block beds, however dependent upon outcomes of bids received in comparison to our budget envelope, the Council may wish to award a sixth (6th) bed and therefore may award to the successful Bidder in category 1, in the event that bids are received for all three categories. The contract period is three (3) years commencing 1.11.2017 and running to 31.10.2020 (with the option to extend for a further period of up to two (2) years in twelve (12) month periods dependent on mutual agreement and satisfactory performance. The Council will consider purchasing bed(s) in a Service to be opened within the Borough to timescales mutually agreed by the successful Bidder and the Council, the contract commencement and go live date are therefore negotiable in this instance.
