Tender description

Each Authorities wishes to appoint a single contractor for the provision and maintenance of a Remote Hosted (contractor to host) Highways Infrastructure Asset Management System. This is being procured under the open procedure. The Authorities reserve the right not to conclude any Contract as a result of the current procurement process. Wiltshire Council and Oxfordshire County Council are carrying out a full open tender process to replace current systems each with their own instance of a highways infrastructure asset management system. Emphasis will be placed on mobile working, ease of use and asset analysis tools. The tender process is a joint procurement exercise the outcome of which will be the awarding of 2 separate contracts 1 with Wiltshire Council and 1 with Oxfordshire County Council. The service requirement will vary as each authority will have different needs from the asset management systems being procured, this is detailed within the specification. The estimated range of value of the Wiltshire contract over the full 10 year period should the options be exercised is anticipated to be in the range of 1 400 000 GBP and 2 400 000 GBP. The estimated range of value of the Oxfordshire contract over the full 10 year period should the options be exercised is anticipated to be in the range of 900 000 GBP and 1 100 000 GBP. This is a complex ICT solution and is expected to remain both statutorily compliant and also incorporate at the authorities discretion developments and advances in technology that better deliver the requirements and do not materially change the basis of the contract. Therefore the estimated value at II.2.6) of this contract notice reflects the total value of both contracts including an element for potential development costs during the period.
