Tender description

Stafford and Rural Homes (SARH) is the largest social landlord in Stafford. Created on 6.2.2006 to own and manage the former council housing stock owned by Stafford Borough Council (SBC), we own and manage over 6 000 homes across Stafford and the surrounding area. We also deliver a number of local Independent Living schemes and around 190 staff. SARH are looking for a Finance and P2P solution which will transform the way the organisation currently works. The scope in this procurement is the provision and implementation of a new Finance and P2P solution. The vision of the project is to provide a system that: Offers market-leading functionality of standard finance department functionality. Supports the full Purchase to Pay life-cycle. Utilises work-flows to simplify standard processes. Enables effective and efficient monitoring of departmental budgets by non-finance staff. Allows flexible reporting to be produced by non-technical staff. Integrates and interfaces with existing SARH systems. Encourages managers and budget holders to pro-actively manage their budgets on a day to day basis without intervention from the Finance team. Minimises the need for manual systems and data stores to be maintained outside the system. High level objectives of the project: To procure and implement a feature rich Finance and P2P system, that will provide the necessary rigour, control and flexibility required to control the finances of the organisation. To ensure that the transition from the incumbent system is as minimally disruptive to the organisation and involves no break in continuity of the finance service. To align with SARH's Business Transformation Programme, ensuring processes are as streamlined and efficient as possible, processes are digital wherever possible, paper is minimised and self-service operations are maximised. To select a supplier who will offer a partnership approach to the supply and on going support of the system. To select a solution that: Reduces the operational costs of internally managing the system. Provides budget holders self-service and enquiry facilities through a web browser, making it easy for them to access and update information on an ad-hoc basis and to undertake management tasks and approvals through work-flow and a KPI dashboard. To select a solution that provides robust integration/interfacing (upload and download) links with other computerised applications. To select a secure system that has data backed up both incrementally and differentially at specified periods. Has Intelligent work-flow that will enable staff to become more proactive in the activities that they are expected to undertake through the use of personal and correspondence notes and auto-alerts arising from diary and task entries. Is able to manage the full Purchase to Pay life-cycle.
