Tender description
The Greater London Authority for the purpose of the 2020 GLA elections, issue this notice to seek expressions of interest for services for a Ballot E-Counting System 1. A technology solution, to be developed for electronically counting paper ballots and votes and calculating results and issuing reports using the prescribed rules to declare the elected Mayor of London, Members and, political parties, across 3 London centres. The GLA expects this solution to be tailored or developed in an iterative manner, with frequent and extensive testing, in close co-operation with the GLA's Technology team and appointed external partner(s). 2. The provision of paper and printing of, in accordance with the prevailing rules, the required number of ballot papers for the GLA elections. 3. The distribution of printed ballot papers to the nominated destinations in each London Local Authority. 4 Training for the use of the e-Counting solution. Statistics — 2016 GLA Elections printed Ballot papers: approx. 14 m (4.7m x 3 contests) — Allocated time from count start to results:10 hours. — If GLA wish to proceed with a formal procurement, the contract award is expected Spring 2018. — 2016 GLA Elections solution costing was between 3 500 000 GBP - 4 000 000 GBP to note this was the second part of a 2-term contract — 2012 and 2016. Interested parties should submit an expression of interest to laurenrogers@tfl.gov.uk within 1 000 words by midday on 27.7.2017 highlighting. — Previous experience of providing services similar to those listed in 1-4. — The ability to deliver a solution based on the statistics. — Brief details of working knowledge of the UK legislative and regulatory framework applicable to the GLA Elections. — The ability to provide a dedicated team of suitably experienced and skilled individuals and other necessary resources to provide the services listed above, starting Spring 2018. — A list of services, if any subcontracting will take place.
