Tender description

South Tyneside Council is looking to recommission services to address the misuse of substances including alcohol, novel psychoactive substances (NPS), illicit drugs and misused prescription medication. A summary of the services to be delivered under this contract include, but are not limited to: — Stabilization and assessment; — Recovery and re-integration; — Harm reduction; — Psycho-social interventions; — Structured day care; — Substitute prescribing including related drug and prescribing costs; — Supervised Consumption; — GP Shared Care; — Residential and Community Detoxification; — Residential rehab; — Complex needs; — Family and carer support pathways; — Criminal Justice based interventions to reduce offending and re-offending; — Hospital based alcohol liaison services; — Brief interventions and advice. This procurement is undertaken under Chapter 3 of Part 2 of the Public Contracts Regulations 2015 (also known as the ‘light touch’ regime). The process adopted uses the primary methodology of an open tender but the Council reserves the right to make such adjustments as are required to facilitate the process. The Council will ensure that the tender process is, and will remain, fair and transparent. The initial contract will be for 4 years, with the option to extend by a period or periods of up to 3 years. The estimated value is based on a 7 year contract.
