Tender description

The Authority has a requirement to provide Primary Health Care (PHC) services for Service personnel assigned or attached to Robertson Barracks, Swanton Morley for up to 500 personnel. The requirement includes the provision of services to Service personnel both by working as part of a Defence Primary Healthcare (DPHC) team at the DPHC Medical Centre, and by providing support in the form of availability for supply of telephone advice and a facility for same-day appointments from the Contractor's own Care Quality Commission (CQC) registered premises, which must be reachable by road from Swanton Morley within 30 minutes. 1. The provider must provide comprehensive primary health care (PHC) services for up to 500 permanent military personnel assigned to units at Robertson Barracks, Swanton Morley, Norfolk. This is in order to ensure that every Serviceman and woman enjoys a level of health that is appropriate for the tasks they are required to perform and to maximise the numbers of these personnel who are medically fit for their operational roles. The bulk of personnel will be resident within the Barracks and therefore the ideal provider will be able to satisfy patient contact within 30 minutes of being contacted by MOD. 2. The PHC service is to include general practice/acute PHC; military occupational health; preventative medicine; chronic disease management; mental health; sexual health; and nurse practitioner-led services (eg Well Woman clinics). It will also have provision for physiotherapy; audiology; limited pharmacy and dispensing services; reception and administration support. It is expected that all PHC services will be provided from the Medical Centre building in Robertson Barracks with additional availability for telephone advice and same-day consultations provided from the Contractor's premises up to the beginning of Out-of-Hours cover (not part of this requirement). 3. Individual elements of the PHC service may be subcontracted but all elements must, separately and together, meet the access and performance criteria laid by the Authority and the prime Contractor remains responsible for the quality and governance of services provided and all costs of any subcontracting. 4. The Contractor and all premises used to deliver services are to be registered with the Care Quality Commission. All healthcare professionals involved in delivering the service are to be appropriately qualified, indemnified and fully registered, licensed and certified without restrictions with the relevant UK Health and Social Care Regulator. Where registration for a group of health care providers is voluntary, any provider delivering services as part of this Schedule is to be registered as if this were a statutory obligation. General Medical Practitioners are to appear on the Performers List of the appropriate Clinical Commissioning Groups (CCG). The successful provider will ideally have a working knowledge of military medical policy, procedures and terminology. 5. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the award criteria set out for the procurement. 6. Proposed contract duration is three years with potentially two option years dependent upon MOD's continued need and / or Contractor's performance. Options must be priced in ITT. 7. This requirement is being Tendered under PCR 2015 ‘Open’ Procedure meaning full Tender bids must be submitted (no expressions of interest), by 10:00am Thursday 31st August 2017 without exception, to stated address in ITT.
