NHS Lambeth Clinical Commissioning Group and Lambeth Council (the commissioners) are working to establish a whole system health and care alliance for adult mental health services (the LWN Alliance). The LWN Alliance will be responsible for the majority of adult mental health services in Lambeth, including all inpatient and community care. The proposed contractual term is for a period of 7-10 years and it is envisaged that a group of 5-6 providers will join with Lambeth CCG and the Council to form the LWN Alliance. The LWN Alliance will be an alliance of commissioners and providers who will work together to ensure delivery of health and care services and the achievement of agreed mental health outcomes. It is considered that this model is the optimal means of ensuring comprehensive, coordinated service provision in the best interests of service users whilst securing value for money. The scale and breadth of the services involved requires the involvement of a number of providers driving service transformation, sharing risk and responsibility and affording a range of unique and diverse perspectives whilst avoiding fragmentation of service provision. In March 2017, the commissioners published a Prior Information Notice inviting expressions of interest. Only 1 expression of interest proved credible. Having tested the market, the commissioners have determined that there is only 1 identified group of providers who can deliver the requirements. The commissioners have concluded that competition is absent for technical reasons and propose to move to direct negotiation with that group.
