Tender description

The provision of Family Support Services (the Framework) for services to children, young people, and their families, as part of the 0-18 years (or 0-25 years where there are identified Special Education Needs and/or Disabilities (SEND) integrated service offer. The Framework will be comprised of 10 lots. The Council is undertaking the procurement in accordance with the Open Procedure of the Public Contracts Regulations (2015). To integrate services and enhance service user outcomes, LBHF intends to also establish a special purpose vehicle which will be a company limited by shares (SPV) which will launch on January 2018, and subsequently procure a partner to take a shareholding in the SPV in autumn 2018.The SPV may also include other public sector shareholders. All framework call-off contracts will novate from the LBHF to the SPV and will therefore be contract managed by the SPV. Future services required will be called off by the SPV. This service will deliver children's centres, parenting programmes and youth services improving outcomes and life chances for the residents of Hammersmith and Fulham. Most notably this will be done through delivering a service offer that spans across the whole 0-18 year age range(0-25 if SEND), further embeds a whole family approach, increasing the delivery of evidence based parenting programmes, and strengthens the support offered at Level 2 need. The successful Lot 1 Contractor will be required to source appropriate premises to deliver the service from as defined in the service specification. This service will deliver a children's centre service offer to children aged 0-5 and their parents, in the Old Oak reach area, offering universal (Level 1) and targeted (Level 2) levels of service and support. The service will meet local needs and deliver positive outcomes for children and families accessing its provision. The successful Lot 2 Contractor will be required to source an appropriate building to deliver the service from as outlined in the service specification. This service will deliver universal (Level 1) year-round youth services, across the Borough, for young people aged 11-25 with disabilities. The service will be inclusive and accessible, offering young people the chance to achieve positive tailored outcomes, including supporting them to move into adulthood. The delivery of age appropriate evidence based parenting and family support programmes, to build strength, reliance and capacity within families, enhancing the parenting ability of parents or carers, to improve outcomes for children and young people. These programmes will be provided on a group basis with the aim of strengthening families, to increase positive and nurturing parenting. The delivery of a mentoring service for young people with targeted needs, that will support the development of emotional resilience, build self-esteem, support peer relationships and build confidence in young people. This service will be provided on a 1:1 basis with young people, and will be targeted to support their specific needs, and meet their identified outcomes, ensuring they can maintain positive relationships and thrive at home, in school and in their community. The delivery of group based provision for young people with specific needs, with sessions tailored to the requirements of each group, supporting young people with issues such as anti-social behaviour or low-level youth offending, or poor attainment and achievement in school. This service will be provided through group work with young people, and will be targeted to support their specific needs, and meet their identified outcomes, ensuring they can maintain positive relationships and thrive at home, in school and in their community. The delivery of an employment support service to support adults out of work or at risk of financial exclusion and young people at risk of worklessness in order to progress service users towards agreed outcomes, building skills, moving them closer to the labour market and/or into employment. This service will be provided through 1:1 sessions as required, and will be targeted to support specific needs of service users to enable them to progress towards specific outcomes and to overcome barriers to employment. This service will deliver universal (Level 1) 0-18 support to groups of children and their parents, and young people. The service will meet local needs and deliver positive outcomes for children, young people, and families accessing it. This Lot sets out the Management Information Requirement that must be reported to the Department for Education's (DfE) National Client Caseload Information System (NCCIS). It is designed primarily for data managers who have responsibility for the Local Client Caseload Information System (CCIS) and reporting information to the DfE. This Lot supports the delivery of Local Council Statutory Requirements by undertaking and maintaining an accurate and up to date tracking system for young people aged 16-18 (0-25 if SEND) which records the participation activity for the young person. Key activities within this Lot include the annual intended destinations and activity surveys, reporting on the September Guarantee, maintaining and delivering the initial engagement and signposting of young people as necessary.
