Tender description

Framework Agreement for the carrying out Energy Assessment Surveys to Void and Occupied Falkirk Council Housing Properties and producing Energy Performance Certificates (EPCs) for these properties within the Falkirk Council Area, in accordance with current legislative requirements, including The Energy Performance of Buildings Directive (EPBD) and The Energy Performance of Buildings (Scotland) Regulations, and in accordance with the most current version of the Governments Standard Assessment Procedure (SAP) at the time of each individual survey. A fully comprehensive survey will be undertaken, incorporating the full area of the property, including all dedicated and communal loft spaces. A fully comprehensive survey will be undertaken, incorporating the full area of the property, including all dedicated and communal loft spaces. The current EPC format for Dwelling EPCs implemented from 1.10.2012 is to be used, unless superceded by an updated format over the lifetime of the framework. An initial electronic copy and 2 further ‘physical’ copies of the fully completed and comprehensive EPCs in full colour produced by means of the IT packages of one of the Scottish Government EPC Approved Organisations. Each EPC must be specific to the property and must be registered on the Scottish Energy Performance Certificate Register. The Reduced Data Standard Assessment Procedure (RdSAP) shall be utilised for assessing energy performance of existing dwellings. The Service Provider must be registered with one of the EPC Approved Organisations which the Scottish Government Building Standards Division (BSD) has entered into protocols to deliver EPCs. All Service Provider operatives and any sub-contractors who are actively responsible for conducting Surveys and collating the resultant data leading to the production of EPCs (EPC Assessors) must have their details recorded in the form of an ‘active’ listing on the Scottish EPC Register. Service Provider operatives undertaking EPC Survey work on this contract are to have attended Asbestos Awareness Training. Contract will not be divided into lots as it is not suitable due to the survey feeding into the provision of the Energy Performance Certificates. Contract will run from 1.10.2017 to 30.9.2021.
