Tender description

The London Borough of Camden wishes to engage a developer for the former industrial estate at Liddell Road. The project is part of the Council's Community Investment Programme (https://cip.camden.gov.uk/) and has full planning permission (Ref 2014/7651/P). The two options under evaluation for this site are: 1. A developer acquires both the housing and employment space land, with the intention that they build-out the scheme for which planning has been granted. 2. A developer acquires the housing land only. They would be expected to build-out the employment space, but the ownership and management of the employment space would be retained by the London Borough of Camden. The procurement process will be the competitive procedure with negotiation, as set out in Regulation 29 of the Public Contracts Regulations 2015. The London Borough of Camden wishes to engage a developer and secure a capital receipt for either outright purchase and development of the site at Liddell Road industrial estate, or purchase of site (Housing land only) with the employment space built by the developer and retained by the London Borough of Camden. We are challenged to deliver value for money for our residents, so need to evaluate both options available to us.
