Tender description
Why the Work is Being Done To satisfy Defence customers with a fit for purpose service/solution that will aid decision making for defence activities. Currently, there are numerous legacy solutions in place using unsupported technologies. We therefore want to consolidate and upgrade our solutions so that they can be supported and meet accreditation requirements. Problem to Be Solved Port and change functionality (where necessary) of legacy web services and deploy to recently developed platform. Who Are the Users Users are typically meteorologists who provide briefings for defence activities. The meteorologists tend to be Met Office employees but meteorologists also exist in parts of the MoD. Some of the solutions are also used by other NATO countries. There are several deployment options: • On the Met Office network • Cloud (most likely AWS) • On standalone laptops (in the field of exercise). Little or no bandwidth • On ships. Little or no bandwidth • On secret platforms external to the Met Office. A third party will handle the deployment/installation Early Market Engagement Work Already Done Migration of some services to a new platform has already occurred. The migrated services are mostly in the alpha or beta phases. Existing Team 1x Product Owner. 1x Solution Architect. 1x Technical Lead. 2x backend developers (Java/SQL). 1x functional tester. The existing team does not have access to front-end skills. Current Phase Not started Work Location Ideally co-located but not essential. Minimum engagement/”stand-ups” twice a week. 70-80% of the work will be done by Mode 2 (a blend of the existing team and resource provided by supplier). Approximately 20% of the work could be completed using supplier resource only, Mode 3. Working Arrangments Ideally co-located, but not essential. Security Clearance SC clearance. DV clearance is not a requirement for this opportunity. Additional T&Cs Skills & Experience SFIA Level 4 if co-located – UI (HTML/JavaScript/CSS) for "blended team - Mode 2" SFIA Level 4 – Java/Database (Oracle/PostGres) for "blended team - Mode 2" SFIA Level 5 – Technical Leadership for "outsourced team - Mode 3" SFIA Level 4 – UI (HTML/JavaScript/CSS) for "outsourced team - Mode 3" SFIA Level 4 – Java/Database (Oracle/ PostGres) for "outsourced team - Mode 3" User interface design Experience of and skill in hosting and providing service capabilities as per ITIL framework. Deep understanding of OGC Web Services (WCS, WFS, WMS, CSW, OWS Context) DGIWG Standards NATO FMN Architecting Spatial Data Infrastructures Knowledge of GeoNetwork Java, Spring, Dropwizard, JPA JavaScript (DoJo, Angular), CSS. HTML Oracle/PostGreSQL Requirements gathering Nice to Haves Coaching/mentoring skills to aid development of existing Defence squad (Java/Database focused) Agile experience (SCRUM/Kanban) Jenkins Highcharts Knowledge in the defence domain Awareness of Defence Cyber Protection Partnership Knowledge of ISO19115/ISO19119 No. of Suppliers to Evaluate 5 Proposal Criteria Technical Solution Approach and methodology How the approach or solution meets user needs How the approach or solution meets the Met Office's goals Estimated timeframes for the work How they’ve identified risks and dependencies and offered approaches to manage them Team structure Value for money Cultural Fit Criteria Work as a team with our organisation and other suppliers Be transparent and collaborative when making decisions Share knowledge and experience with other team members Payment Approach Capped time and materials Assessment Method Written proposal Case study Work history Presentation Evaluation Weighting Technical competence 60% Cultural fit 20% Price 20% Questions from Suppliers Budget range £600k - £900k over the 2 years
