Summary of the work The contractor will be required to work as part of a team, working with the customers to gather requirements and subsequently design and build a web-based application to suit the customers’ needs. The development should use the environment and facilities available within the current environment and MOD constraints. Specialist role Developer Expected Contract Length 220 days Latest start date Monday 4 September 2017 Maximum Day Rate £500 excluding VAT (£600 including VAT) Who Speclialist Work With You will be working with a team of web developers consisting of a Team Leader and three other analyst/programmers. Your design will need to be approved by the team as they will need to maintain the system after you have left. The team works with other teams under a senior leader, part of a bigger IT department running its own Linux environment. What Specialists Work On Work as part of a team, taking responsibility for developing a web-based application using tools such as PHP/JavaScript/MySQL. The developer will need to work closely with the customers to gather detailed requirements and subsequently design and build an application to suit the customers’ needs. Where possible the development should follow an Agile/RAD route utilizing the environment and facilities available within the Defence Statistics environment and MOD constraints. After delivery of the project the successful candidate will need to handover support of the application to the existing development team. Skills & Experience • Have experience at delivering web-based applications • Know PHP, HTML, Javascript, CSS and MySQL • Be able to work with a technical environment set by the customer • Be experienced at gathering requirements Nice to Haves • Know PHPStorm as the editor of choice • Know GIT/GitLab as mandated code management tool Work Location Ministry of Defence Abbey Wood in Filton, Bristol BS34 8GH. The work will take place on the north site, NH5. Full office facilities will be provided and the site has a canteen. Working Arrangments Onsite 5 days per week. Working with other analyst/programmers and the team leader, but heading development for one application. Expenses (including travel and subsistence) should be subsumed within the agreed daily rate of pay. Security Clearance The individual will need to attain Security Cleared if not already held. What is the IR35 status of this one please? This is intended as a business to business contract where a replacement contractor would be provided if the original contractor was unavailable. Hence this contract lies outside of IR35. 2. We have been informed by ISS and the Army that there has been a moratorium instruction imposed and that all procurement of external assistance/manpower sub should be put on hold until further notice. Can we please check that this will not affect this competition? We have had confirmation that the moratorium instruction will not affect this competition. 3. Is there a current incumbent or has there previously been an incumbent in this role? There is not a current incumbent in this role and there has not been a previous incumbent in this role. 4. Can the authority please confirm the IR35 status of this role. This is intended as a business to business contract where a replacement contractor would be provided if the original contractor was unavailable. Hence this contract lies outside of IR35. 5. Could you please let us know the maximum number of applications that could be submitted for this role. We will be looking at a maximum of 6 applications per company. 6. Please let me know the date on which feedback could be provided for the application submitted. Depending on the number of applications we receive, we hope to sift, evaluate and feedback within two weeks. 7. Regarding the SC clearance status, if the candidate does not hold active SC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance? If the candidate does not hold active SC clearance and is willing to go through the process then they will be considered. We would work with the contracted company to achieve SC clearance. 8. Will you sponsor SC clearance? We will work with the contracted company to achieve SC clearance. 9. What is the lead time for feedback once the application is submitted? Depending on the number of applications we receive, we hope to sift, evaluate and feedback within two weeks. 10. Will this role be within IR35? This is intended as a business to business contract where a replacement contractor would be provided if the original contractor was unavailable. Hence this contract lies outside of IR35. 11. Can more than one candidate per supplier be submitted for this role We will be looking at a maximum of 6 applications per company. 12. Any chances of change in start date as the latest date mentioned is Monday 4 September 2017 Provided we have a suitable candidate we wish to start on 4th September 2017 at the latest. 13. What are the other expenses which will be paid We expect all expenses to be within the daily amount paid. Hence the agreed daily rate should include all travel and subsistence costs. 14. Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? Provided they hold SC clearance and have excellent English speaking skills that would be fine. 15. If the candidate does not have PhpStorm experience, will you still consider the candidate. Can we submit a candidate with experience in other IDE's. We would consider a candidate who does not have PHPStorm experience. So we would also consider a candidate with experience in other IDE's. 16. Hi, Is this requirement inside or outside of IR35?
