Tender description

Kent County Council is looking for an organisation or consortium of organisations to deliver an extended e STI testing service for named STIs, which is made available through the KCC sexual health website (www.kent.gov.uk/sexualhealth). The aim of the service is to improve access and availability to specific high quality asymptomatic STI testing, treatment and partner notifications for Kent residents and their sexual partners. This service will need to direct users of the e-service to asymptomatic tests which are relevant to their self-identified risk profile. These screens will include chlamydia, gonorrhoea, Syphilis, HIV, Hepatitis B and C and offer one, two and three site testing as appropriate. The Provider will need to carry out testing of these screens and communicate all negative and non-reactive test results to e-users. In addition the provider will be expected to communicate simple genital chlamydia positive test results and information about and access to treatment to the e-user. Treatment must be made available from contracted Kent pharmacies and with an option for online pharmacy services. The Provider has responsibility to engage and work collaboratively with the integrated sexual health provider’s community pharmacies. All positive/reactive, negative and non- reactive test results will need to be shared with a locally commissioned sexual health services for triage, e-user management and treatment if required which the provider will subcontract The provider will be required to have a robust client management system in place to enable a smooth e-user journey and comply with applicable standards to ensure a quality service is provided. The new Service will be procured under the Light Touch Regime in accordance with The Public Contracts Regulations 2015 Regulation 74 to 77. This service will run from October 1st 2017 – March 31st 2019 after a short mobilisation period. It will replace existing asymptomatic STI screening testing and diagnostics for the residents of Kent aged 16 and over and their sexual partners through a phased approach.
