Hertfordshire County Council (the ‘Council’) is currently out to procurement for The Provision of an Insurance Claims Handling System and a Risk Management Information System Further information in regards to this opportunity can be found in II.2.4) Description of the procurement field (OJEU Contract Notice refers). Organisations wishing to take part in this project are invited to ‘express interest’ which will give access to the full procurement documents in the e-tendering system. Hertfordshire County Council (the ‘Council’) is a large shire county in the South-east of England with a population of 1 200 000. Hertfordshire is a two-tier authority with 10 district and borough councils providing complementary local services to residents. The Council provides social care for adults and children, schools and education, public libraries, public health (from April 2013), highway and road maintenance, environmental services, trading standards and household waste sites as well as a fire and rescue service. LOT 1 — Insurance Claims Handling The current claims handling system contract expires on the 1st December 2017 and we are looking to re-tender. We have had our current system for over 10 years. The Insurance Section, situated within Assurance Services, is responsible for ensuring that the authority is adequately protected against its Key Financial risks by means of external or internal insurance policies. The section handles in excess of 3 500 claims each financial year varying in value and complexity, with over 1 000 open claims at any one time. An effective and flexible system is essential to the monitoring of Hertfordshire County Council's policies and to the recording and daily handling of the claims, financial liabilities and claims experiences incurred by the authority whilst undertaking duties and powers delegated to it. The Council currently requires insurance reports for a variety of purposes, including identifications of claim trends, risk management activities and facilitating reconciliation of the insurer's imprest accounts, tracking claims payments against aggregate stop losses. Summary Robust, reliable and effective systems are required to continue the provision of smooth running and proportionate claims handling and risk management in the organisation. Flexible reporting arrangements alongside accessibility and ease of use for a significant number of individual users is essential, as is the need for web access and future proofing functionality as outlined in the specification. The estimated total value of the Contract is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extension. The Contract will be awarded for an initial term of three (3) years, with the option to extend the Contract up to two (2) further years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. LOT 2 — Risk Management Information System The Risk Management Information System (RMIS) underpins the risk management framework in Hertfordshire County Council (HCC); based on an Enterprise Risk Management approach; which is an integral part of the organisation's governance structure approach to the achievement of objectives. The system has become a key tool for HCC to record, report and manage risk information, particularly at a strategic level. As a result of this the system has become a vital part of how the organisation manages and reports on risk. Responsibilities of the Risk Management Team include the management of the risk management framework, which provides a robust and consistent risk management approach, as well as training and direct support to services; this includes the management and maintenance of the RMIS The RMIS currently holds a large number of archived records and active risks with a total of over 1,500 risk records. This includes 35 active risks at a corporate level, a further 100+ at a service level, and over 130 at a programme/project level. The RMIS currently has over 220 active users and some 250 active contacts within the system, which are made up of the Council's employees and those from some partner organisations, with a further 350+ inactive users and former contacts.
