Tender description
The Council recently awarded the "Turning the Tide" Service to Core Assets Children's Services under a Social Impact Bond. The Turning the Tide service provides targeted support to children and young people at the edge of care and their families with the goal of ensuring those children avoid entering care and are able to remain with their families. The Turning the Tide service is partially funded by the Big Lottery Fund. Under the terms of the Big Lottery Fund funding and Social Impact Bonds in general, the Council is required to have an organisation that is independent of both the provider, the investor and the Council evaluate the success and performance of the service, both financial and in terms of achieving service user outcomes. The Council is seeking to commission this independent evaluator under contract with an approximate value of £30,000 per annum. The contract will be for a term of up to 5 years, renewed on an annual basis over this period. The contract will operate 12 months beyond the Turning the Tide service, to allow evaluation of interventions carried out in the final year of the Turning the Tide service. The Independent Evaluator will be required to carry out an on-going assessment of the Turning the Tide service, that will include but not be limited to, a desktop assessment, reviews of the staff team and interviews / feedback with service users and their families. The Independent Evaluator will be required to produce periodic reports regularly for the Council as well as a final report that will be submitted to the Big Lottery Fund. As the service user group includes vulnerable persons, all staff employed by the Independent Evaluator that will have contact with service users, their families or their records will be required to have appropriate DBS checks.
