Tender description

AG CSU acting on behalf of the NHS England (Health and Justice, North Midlands) (The commissioners) invites bids from suitably qualified and experienced healthcare service providers including third sector organisations, social enterprise and other providers to provide Liaison and Diversion services (L&D) for Worcestershire region. NHS England (Health and Justice, North Midlands) will be the contracting and commissioning authority for L&D. The service provision will cater for vulnerable individuals of all ages in the offender pathway and help to inform subsequent decisions, about where an individual is best placed to receive treatment, taking into account public safety, safety of the individual and punishment of the offence. The successful provider(s) are expected to be fully operational, providing services from 2.4.2018. It is expected that the procurement opportunity will be advertised around 10.7.2017. The service provision will cater for vulnerable individuals of all ages in the offender pathway and help to inform subsequent decisions, about where an individual is best placed to receive treatment, taking into account public safety, safety of the individual and punishment of the offence. This is a new service for the Worcestershire region. For this service provision AG CSU would like to encourage innovative solutions including consortia, strategic alliances and sub-contracts which will deliver value for money and improved services to patients. The service providers will be required to deliver an outcome based high quality and integrated L&D service operating at various police custodies within Worcestershire and across the Police Force footprint. The L&D service is expected to include provision of below listed features, services, and coordination amongst them. The list is not exhaustive and has been used only for illustration purposes. Housing. 2. Social care and education. 6 Early intervention. 7 An all age service. 8 Operating at all points of the justice pathway, including pre-custody (for those people interviewed under voluntary attendance), police custody and courts. 9 24/7 service with a mixture of core hours agreed to suit operational requirements and out of hours arrangements. 10 A range of referral pathways. The commissioners would like to encourage innovation and use of technology within service delivery. They are seeking patient centred solutions for the provision of this service with the following aims: — Deliver a flexible, high quality and integrated Liaison and Diversion (L&D) Service that meets the needs of Worcestershire region, from the most economically advantageous bidders. — Find a provider who is able to work effectively and in partnership with all stakeholders, including various offenders managing authorities such as police, judicial authorities (such as courts) and most importantly the offenders and deliver a high quality service within a secure setting. — Establish contracts for services that have been market tested to represent best quality. In order to achieve above aims and objectives the successful bidders should pay attention to following facets: — Quality, — Integration and coordination amongst various services to be provided under L&D, — Sustainability, — Continuous Improvement, — Value, — Patient experience. The providers will be required to establish and maintain best practices and use them for continuous service improvement during the term of the contract. The providers will also need to adopt applicable national guidance.
