Tender description

Northern Ireland Water Limited (NIW) has identified a need to procure a Professional Services Framework for its capital works programme for the remaining period of the Price Control 2015 period (2015-2021), with potential to be extended into the subsequent price control period 2021 (PC21). This framework will facilitate provision for framework management; modelling; pre-construction project management; design, process and tendering; MEICA; and construction project management for projects from inception stage through to construction of the capital works programme. The work packages and projects awarded will relate to Engineering Consultancy services associated with delivery of water and wastewater assets. This framework will be four years in duration, with potential for extension for a further three years, approved on an annual basis. The framework value is estimated to be in the range 8 000 000-20 000 000 GBP per annum based on the projected PC15 Capital Programme Expenditure. (Note: The 8 000 000-20 000 000 GBP range is an estimated framework value and is not committed spend). The range allows for budget uncertainties and changes which arise from the Future Operating Model. The total estimated value of the framework for the four year duration will be 80 000 000 GBP and approximately 140 000 000 GBP if extended by the additional 3 years assuming that the funding remains similar to the existing profile.
