Tender description

Warwickshire CC requires a single provider to deliver a Bail Remand, Intensive Care & Support (BRICS) service, which is to be a fostering service working in partnership with Warwickshire Youth Justice Service (WYJS) to provide children and young people, 10 — 17 years, supervised by WYJS with alternative to custody placements for remand, sentence and rehabilitation into the community from custody. CSE children and young people are aged 8 — 17. The service will support WYJS in assisting those young people with their social inclusion and diversion from criminal activity. These Services may be subject to modifications and changes in order to meet the changing needs of the Council and the service and increases or decreases in funding. CSE children and young people are aged 8 — 17. The service will support WYJS in assisting those young people with their social inclusion and diversion from criminal activity. WCC is required to fulfil a number of statutory obligations with regard to young people aged 10-17 years inclusive who have, or are accused of, offending: safeguarding them and the community. The BRICS service will support WYJS in these obligations by providing specialist foster placements and day care support which will enable young people to successfully complete their period on bail or remand in the community by ensuring they return to court on the due date/s having abided by all the conditions made on them and without having committed further offences, or interfered with witnesses. By doing this the courts will be provided with information to consider practical and credible alternatives to custodial remand or sentence. BRICS will also provide foster placements and support to ensure that a young person's opportunity for early release is not denied through lack of appropriate accommodation. Additionally WYJS will use BRICS to provide the court with accommodation as part of a residence requirement for orders and Intensive Supervision and Surveillance Programmes, as a credible alternative to custody, where no other appropriate accommodation is available. On occasion additional day care support may be required to support a young person on police/court bail or sentenced by the court, where accommodation is not being provided by BRICS. The requirement is for four carers for BRICS provision and one carer for CSE: — Four specialist foster placements providing up to 192 weeks accommodation per annum as a credible alternative to the use by the courts of youth detention accommodation or for those young people who have or are alleged to have committed serious criminal offences. Additionally these will be to provide accommodation under Section 38(6) of the Police and Criminal Evidence Act (PACE) 1984, as an alternative to secure accommodation as detailed at Section 2 of the specification. — One specialist safeguarding foster placement providing up to 48 weeks accommodation for a young person aged 8 — 17 years inclusive at risk/victim of CSE.
