Tender description

The Department for Business, Energy and Industrial Strategy (BEIS) recently concluded the first funding round for HNIP as a pilot. This PIN concerns the potential procurement of the delivery of the main scheme. BEIS is seeking to appoint supplier(s) to deliver the HNIP main scheme, which includes administration of the scheme and potentially the option of raising of third party finance from other investors. A Supplier Day will be held in London 18.7.2017 — to inform time-lines for scheme set up, possible delivery models and budgets, and procurement approach. Services required may include: — Administration of financial support — grants, loans and financial due diligence of applicants (public, private and 3rd sector) — Development of a digital service to receive/manage apps (to GDS Standards). — Comms. and marketing of scheme. — Supporting applicants through application process and beyond. — Designing scheme delivery model, and producing supporting guidance/materials. — Basic and detailed assessment (scoring/ranking) of apps and award. — Monitoring and reporting. — Gathering info on and developing a pipeline of heat network (HN) projects coming forward. — The option of raising 3rd party finance from investors — directly into individual HN projects, or by establishing a fund to invest into HN projects.
