Tender description
The London Borough of Merton (LBM) has a requirement for an experienced and qualified organisation (s) to design and deliver an Integrated Substance Misuse Prevention and Treatment Services for Adults. The service will be critical in reducing the impact of problematic drug and or alcohol use on individuals, families and carers, services and communities in Merton. LBM require the provider to deliver a recovery and outcome focused treatment service which is responsive to the needs of Merton residents. LBM is seeking the systematic re-design if Substance Misuse Services and anticipates working in partnership with the provider throughout the mobilisation period and delivery stage, through a service development and improvement plan (SDIP). This will support the provider to meet the requirements, agree key performance indicators, work with local stakeholders and refine the model whilst creating links to existing pathways. This is a light touch OJEU procurement, using the Open Procedure. The contract will be a 3 years (36 months) contract with one option to extend for additional 2 years (24 months). The invitation to Tender and the Service specification outline the Integrated Adult Substance Misuse Prevention and Treatment service and will require the provider, in partnership with Public Health Merton to design, mobilise and deliver a new service that meets the current and future substance misuse needs in Merton. The Authority is seeking the systematic re-design of Substance Misuse services and anticipates working in partnership with the Provider throughout the mobilisation period and delivery stage, through a service development and improvement plan (SDIP). This will support the Provider to meet the requirements, agree key performance indicators, work with local stakeholders, and refine the model whilst creating links to existing pathways. Our vision of the new integrated substance misuse prevention and treatment service is that the provider will deliver an Integrated Adult Substance Misuse Prevention and Treatment Service that has an ambition for the recovery of service users at the heart of the service. Importantly, service delivery should be underpinned by a strong administration and management function that builds on existing relationships within primary and secondary care, Community Safety (Safer Stronger Merton) and other stakeholders, has a clear communications plan and clear pathways to other recovery focussed services.
