Why the Work is Being Done After a successful procurement the current system is reaching the end of it shelf life and a new system is to be deployed with appropriate direction, governance, assurance, implementation and transformation. Problem to Be Solved Partner required to support the programme team with the following services: 1. Supporting the Programmes Outcomes 2. Supporting Governance throughout the programme 3. Ensuring the transformation flow is identified, defined and managed 4. Manage various key stakeholders within the organisation and external parties Who Are the Users There are approx. 5,000 end users who are currently being trained on the new solution and work across approx. 150 locations. Early Market Engagement N/A Work Already Done Work has started in early 2016 and the successful partner will be fully briefed on the work completed so far and the programme of work to be completed. Existing Team The existing programme is a blend of FTEs complemented by contract staff and specialist companies. Current Phase Live Work Location Nationwide - with frequent travel and overnight stays. Primarily London and Leeds. Working Arrangments The primary contact for all H&J programme workstreams with contact with internal and external stakeholders via various means e.g. meetings, webex etc. This involves regular travel nationwide and overnight stays. Expenses will require weekly authorisation. The role could involve working within secure environments e.g. prisons. Security Clearance All staff engaged on the programme must be security cleared to HMPSS SC level. Additional T&Cs Standard contract with detailed work packages agreed between both parties. Skills & Experience 1. Have demonstrable success in the delivery of programmes within the last 12 months, using industry programme management methodologies within the Health and Justice Secure Residential Estate. 2. Demonstrable experience of matrix-managing a multi-disciplinary programme team within the last 24 months within the Health and Justice Secure Residential Estate. 3. Have demonstrable experience in reporting, planning, risk, dependency, financial and change management aspects of a Programme within the last 12 months within the Health and Justice Secure Residential Estate. 4. Demonstrable expertise in the transition of programmes into a live service environment within the last 12 months within the Health and Justice Secure Residential Estate. 5. Experience of SPINE compliant NHS Electronic Medical Records Systems 6. Demonstrable experience of working at or below Ministerial Level. Nice to Haves 1. Knowledge of the Criminal Justice pathway and the role of healthcare within that path. No. of Suppliers to Evaluate 3 Proposal Criteria 1. Alignment with all six essential skills and experience points and evidenced within the proposal. 2. Willingness to align with the current programme approach 3. Team structure, organisational make-up and quality of submitted CVs. 4. Value for money of the proposed solution. Innovation (any alternative proposals to deliver the services or to improve the quality of the services delivered). 5. Alignment with Nice-to-have skills and experience and evidence within the proposal 6. Service quality - how do they ensure they are providing the right people for the job, how do they assure quality of delivery during the work package 7.
