Halton Borough Council and Halton Clinical Commissioning Group are pleased to jointly tender for a Children and Young People's Speech and Language Therapy service, to commence on 1.7.2017. The Council and Clinical Commissioning Group wish to commission an integrated service across universal, targeted and specialist levels of provision that will be meet the identified needs of all children, young people and their families in Halton. The Council and Clinical Commissioning Group wish to commission an integrated service across universal, targeted and specialist levels of provision that will be meet the identified needs of all children, young people and their families in Halton. The key areas of work that have been identified by Halton Children's Trust and Halton Health and Wellbeing Board, and/or which will meet the requirements of the Children and Families Act 2014, are as follows: — Communication and language development in the Early Years. — Speech and language therapy services for children and young people with Special Educational Needs and Disabilities (SEND), delivered within their education setting. — Speech and language therapy services for children and young people with complex needs. — Speech and language therapy provision for young people aged 19-25 years with SEND. — Capacity building, training and consultation in communication and language development for Halton's children and young people's workforce. The Council and Clinical Commissioning Group wish to secure a service that will offer specialist skills in each of the areas of need identified above, combined with a strong background in research and innovation that will drive forward Halton's key priority of improving the communication skills of all children and young people. We welcome submissions from organisations of all sizes and specialisms, via consortia and partnerships as well as single provider bids.
