Summary of the work Due to recent senior departures and organisational gaps, various external recruitment campaigns are underway to fill senior roles within the Live Service organisation. While managing current live operations is covered, there is a shortfall of capacity to maintain the pace of transformation, continuous improvement and expansion of the function. Specialist role Programme manager Expected Contract Length 9 - 12 months with the option to extend to 24 months Latest start date Monday 7 August 2017 Early Market Engagement None Who Speclialist Work With Key stakeholders within Home Office and various suppliers helping with LS transformation. What Specialists Work On Current vacancies within HO live service has created the requirement for a specialist to support the Director of Live Service and provide advice. Duties will include but not limited to: • Guiding the transformation of the Live Services function • Continuous improvement of Live Services delivery • Driving organisational effectiveness • Advice, support and coaching to acting Director of Live Services personally. The criticality and challenges facing the Live Services leadership team, and DDaT at large, emphasise the need for support from a senior and experienced leader with subject matter expertise in the delivery of DDaT services. Skills & Experience • Strong leadership qualities. The ability to inspire a culture of technical excellence and process discipline, including advice, coaching and support to senior leaders. • Extensive experience of sourcing and managing DDaT services and of working with 3rd party suppliers, continuously optimising their performance and effectively resolving performance issues, including in mission-critical functions. • Extensive experience of mobilising, leading and reviewing large-scale transformation initiatives including people, process, organisation, governance and technology dimensions. • Explicit experience in developing Services Integration and Management functions, including in the evolving context of services disaggregation and commoditisation, cloud services exploitation, DevOps and continuous integration. • An instinctive eye towards the economics of technology solutions and experience of P&L management. • Good understanding of how to design effective MI, customised for different audiences • A good understanding of Operational Risk within IT, and of how to identify, measure and mitigate such risk • Very strong communication skills, particularly verbal, and a good understanding of the use of different styles, channels and formats for different audiences. • Experience being in a Senior role in a Live Service Orginisation. Nice to Haves • Experience of working in public sector in the last 5 years. • Experience of working in a disaggregated environment. Work Location Home Office Marsham St. and Croydon Estate Working Arrangments With on-site with HO management and teams as required and report to management on site. Only approved IT facilities and equipment may be used and off-site or home working may be required at times. Specialists are expected to work across the multiple sites as required. Security Clearance SC Additional T&Cs Role is likely to be considered outside the scope of the Intermediaries legislation. Availability to start is a key criteria within the process. Please note that this role has erroneously been stated as "likely to be outside of intermeddles legislation". The Home Office as the Public Body receiving the services of the DOS specialist has determined this requirement to fall within the IR35 legislation. Suppliers should therefore note that as the fee paying body, it will be their responsibility to deduct Tax and Employees/Employers NIC at source and report this to HMRC via the Real Time Information system as outlined in the IR35 Legislation.
