Summary of the work Delivery Partner (DP) support to the TF programme in developing a Full Business Case (FBC) including any subsequent delivery projects. Flexible provision of a range of personnel with expertise in programme & project management, FBC development and scientific technologies/digitisation. Expected Contract Length 24 months Latest start date Friday 1 September 2017 Why the Work is Being Done Policing in the UK faces a series of challenges as it seeks to modernise, become more efficient, and make the most of technology and innovation to respond to modern and future demands. As an integral part of policing, forensic science is facing these challenges too. The TF programme is designed to support forensic science in policing and turn this challenge into an opportunity. The long term programme vision envisages a unified, nationally managed service that ensures a consistently world-class level of delivery, training, support and evidence provision across the UK. Problem to Be Solved Forensic services within policing have undergone significant changes in recent years. However, policing continues to change, as does the demand it faces and the types of crimes and criminals it deals with. The TF Programme needs a Delivery Partner (DP) to assist with the design, mobilisation and delivery. The DP resource needs to be able to flex over the length of the contract and the partner is expected to work as an integral part of the TF team to further refine the most appropriate resourcing structure & deliverables to meet the challenge of the problem. Who Are the Users TF programme and project teams from policing and wider CJS to provide : 1. Programme/Project Management according to best practice. 2. A common IT/communications platform service from which the Programme team (~50 strong) can work together. 3. Specialist resources focused on the development & delivery of a FBC in accordance with the Treasury 5-Case standards. 4. Develop a supporting economic and financial cost and benefit model. 5. Project planning and delivery phases with key focus on the new scientific and forensic technologies and capabilities. 6. Flexible support from a range of specialist professionals. 7. Communications and stakeholder engagement services. Early Market Engagement Private sector consultancy support was procured to support the initial set up, design & planning of the TF programme management office (PMO), work stream project deliverables, resourcing options and early delivery proposals, with an interim team now in place. Work Already Done Procurement and delivery of an Outline Business Case (appendix I) containing five options that were presented to Chief Constables and Police & Crime Commissioners in April & May 2017 respectively. Option 1 – Maintain existing service continuity Option 2 – Utilise local enablers Option 3 – A nationally enabled infrastructure Option 4 – Aggregation of service delivery Option 5 – Full service integration & unified delivery Support and approval has been received from Chief Constables and Police & Crime Commissioners for this to be developed into a Full Business Case (FBC) focusing on options 4/5. Existing Team An interim programme management team has been established, comprising of personnel from policing, Home Office and contractors reporting to a Programme Director appointed from policing. The team is covering the core responsibilities of programme management, procurement activities, resource sourcing via secondments, risk/issue management, stakeholder engagement and early design work. Current Phase Not applicable Skills & Experience • o Experience of providing delivery partner support, programme & project management and support based on established and recognised PM methodologies and standards. • o The principle expertise required including but not limited to, PMO, ICT, Commercial, Quality, Science & Technology and Business Change. • o Ability to form and provide a flexible team of suitably qualified and experienced personnel to support the TF programme in a secure environment. • o Ability to work with a broad range of customers & stakeholders to plan for, select and manage appropriate team members within tight timescales • o Understanding of and experience within the environment and domain of police forensics and the wider policing landscape. Nice to Haves • o Specialist ICT and technical support service to establish/maintain the platform that the TF programme runs on and develops into • o An understanding of the commercial & financial arrangements for forensic science in policing • o An understanding of how the police use forensics, the current police operating models and the current forensic regulatory framework in which these processes are delivered. Work Location The Programme requires a very flexible approach. It is expected that work will need to be delivered at a variety of locations including various Police Forces, at the existing PMO locations of London & Wakefield, as well as at the Delivery Partners own premises. Working Arrangments This DP support will form the majority of a private sector contribution to a TF ‘rainbow team’ alongside secondments from the law enforcement community. It is envisaged the ratio of Police and private sector personnel will be around 50/50% and certainly the consultants should always be <50% of the team to ensure the programme remains police owned and led. The DP will bring in the required personnel to deliver the PMO and project and technical delivery resources. The DP will provide a flexible team of relevant, experienced professionals and work as an integral part of TF programme team. Security Clearance The successful supplier will need to have in place at the commencement of the contract, resources that hold, or are prepared to undergo NPPV3 clearances under the police national contractors vetting scheme.
