Tender description

The Service entails the receipt at a transfer facility at Brynsworthy in north Devon, of around 41 000 tonnes of waste collected by the District Councils of North Devon and Torridge plus 3 000 tonnes of Residual Waste from household waste recycling centres within the same District Councils and its onward transportation to an authorised facility for processing. Service is not divided into lots because the operations at the waste acceptance and processing facilities are directly interlinked. The Service entails the finance, design and construction of a waste transfer facility at Brynsworthy in North Devon as identified in the procurement documents. The site has planning consent for construction of a waste transfer facility and will be purchased by the Authority and leased to the preferred bidder for the duration of the contract. The Service also entails the reception at the above-mentioned waste transfer facility, of around 41 000 tonnes of waste collected by the District Councils of North Devon and Torridge, as well as around 3 000 tonnes residual waste from the Devon County Council's household waste recycling centres (HWRC). The service provider will transfer the waste delivered to the transfer facility to his processing facilities for recovery or disposal. The District Councils collected waste element of the contract waste will have to be processed using a non-landfill processing solution with a recovery target of 90%, while the HWRC element of the abovementioned waste can be processed using any authorised means of waste disposal, including landfill.
