Tender description

Newport City Council is seeking a suitably licenced, qualified and established waste management contractor to process a fraction of their municipal waste at a Materials Reclamation Facility (MRF) by mechanical and manual means to extract and separate recyclable contents into individual streams and achieve a minimum recycling rate of 80 %. The aim of this contract is to achieve maximum levels of recycling from the sorted waste, with recovery and diversion from landfill of any recyclable content, in accordance with the waste hierarchy and Welsh Government Wales Waste Measure. Newport City Council is seeking a suitably qualified and established waste management contractor to process a fraction of their municipal waste at a Materials Reclamation Facility (MRF) by mechanical and manual means to extract and separate recyclable contents into individual streams; minimum recycling rate of 80 %. The aim of this contract is to achieve maximum levels of recycling from the sorted waste, with recovery and diversion from landfill of any recyclable content, in accordance with the waste hierarchy and Welsh Government Wales Waste Measure. Due to the nature of its operations, the Council seeks to deliver the waste to the contractor's facility by using its own collection vehicles (RCV), which would tip off once their rounds are completed, multiple times per day. This means the facility needs to be located within such a distance that enables the collection vehicles to finish their rounds within the established working hours. Therefore, the facility where the municipal waste to be processed will be delivered has to be located within Newport boundaries. The Council have no alternative but to reject any bids that do not meet this delivery requirement, as it would render our existing service provision inoperable.
