With a growing portfolio of new housing developments with district/communal heating systems and heat metering and a vast existing communal heating portfolio potentially impacted by the Heat Network (Metering and Billing) Regulations 2014, metering and billing of heat is taking on an increasingly important role for Guinness and our customers. We have a requirement for 1) a metering and billing provider to manage the metering and billing for the supply of heat and hot water to Guinness customers; 2) A contractor to provide planned, preventative and reactive repairs and maintenance services for our heat metering systems and HIU's and 3) a consultant to provide ad hoc specialist consultancy services during the life of the contract. Guinness has installed Guru Systems' smart payment and heat monitoring system to 351 new build dwellings with communal heating spread across 2 housing developments. In addition we have one development comprising of 267 new dwellings with Sonometer 1100's installed and two existing schemes totalling 209 dwellings which have undergone major refurbishment with Switch2 G6 meters. With the exception of the one scheme with 267 dwellings all meters are operating in pay as you go mode. Subject to funding and access to the dwellings, it is our intention to replace the 267 Sonometer 1100's with Guru. The successful supplier will be expected to manage the credit billing of these customers until the meters can be changed. We also have one scheme with 85 dwellings which have Sonometer 1000's installed. In addition to the billing of heat, the successful supplier will be expected to manage the billing of electricity and water consumption. The successful supplier will be expected to provide a metering and billing service to all properties regardless of the type of meter installed however Guinness reserves the right not to transfer properties with non Guru equipment to this contract. Any new developments built during the contract period with a communal heating system, will have Guru meters installed and will be added to this contract. We are currently aware of an additional 426 new dwellings to be built during 2017. Further to this and dependent upon the launch of the Heat Network (Metering and Billing) Regulations 2014 feasibility tool, we may be required to install heat meters to all or a proportion of our existing schemes with communal heating. In total we have 137 existing schemes serving 3 578 homes. Suppliers will be required to demonstrate how they ensure the security of all monies paid by prepayment customers and how these monies are transferred to Guinness. The contract shall include maintenance, repair and replacement of all metering equipment that develops a fault during the contract period. The contract will also include maintenance, repair, servicing and replacement, should it be required, of Heat Interface Units’. All plant maintenance including the central boiler system, the heat network, and internal wet heating system will be the responsibility of Guinness (or leaseholders, where appropriate). The contract will also include specialist contractor works for installation of heat metering where determined feasible under the Heat Regulations. Guinness would like to consider proposals for the maintenance and repair of existing sites with non Guru equipment however we reserve the option not to transfer these sites to this contract if value for money cannot be demonstrated. Any existing sites that do transfer to this contract will do so when their current contractual arrangements expire and any new sites that are added will only be added for the remainder of the contract period. Any new sites that are added during the life of the contract will only do so for the remaining contract period and will not be subject to the full contract period. Services for all sites will expire at the end of the contractual period and not beyond. Guinness would like to consider proposals for both an inclusive maintenance fee per unit and also time and materials and reserves the option to select the most economically advantageous method. Scope of services to include expert advice and support on all aspects of district/communal heating systems including energy centre plant and equipment, heat network, BMS systems for controls and monitoring, metering, metering networks and heat interface units. Consultancy services may include: — On-going support in reviewing and updating The Guinness Partnership Heat Networks Design Supplement and Commissioning Guide in line with industry best practice; — Solution based engineers reports for improving performance of existing district/communal heating systems; — Pilot and support rollout of interventions to improve performance of district/communal heating systems; — Reviewing designs, planning applications and energy strategies for district/communal heating systems on new developments to ensure compliance with The Guinness Partnership Heat Networks Design Supplement; — Assisting in development of planning applications and energy strategies for district/communal heating on new developments; — Client support and expert guidance in reviewing systems at key stages in development process including installation, commissioning, handover and post-handover defects liability period and technical support to post development legal challenges; — Acceptance testing of dwelling and system performance before acceptance of handover, as per The Guinness Partnership Heat Networks Design Supplement; — On-going monitoring of district/communal heating system performance utilising Guru Pinpoint, with recommendations for remedial actions; — Technical and economic feasibility studies of schemes with communal/district heating following the re-release of the Heat Regulations viability tool; — Solution based engineers reports for the installation of heat metering in communal and district heating sites that are determined to be feasible following viability tool assessments; — Condition surveys and recommendations for existing communal heating schemes; — To undertake or arrange small elements of rectification work if required.
