Tender description

New Pay and Display machines were purchase through the ESPO Framework in 2008. As the machines, their internal parts and the software are protected through intellectual property rights the contract for maintenance was awarded to Metric who are the supplier. The current maintenance contract is written in such a way so that the term of the contract rolls on each year as long as we have the machines. Due to intellectual property rights for these machines, there is only one company in the market able to provide a maintenance service, namely Metric. It is there not feasible to purchase any new Pay and Display maintenance for the machines at this current time. In addition, as the machines are now in their tenth year we are proposing to replace them all. We will be carrying out a tender process for new equipment and maintenance for all of the car parks at the end of financial year 2017, early 2018. A procurement exemption has been granted for the maintenance support for the Parking meters and a direct award to the company that provide the maintenance has been given for a further year of support to end 31.7.2018. This is due to intellectual property rights for these machines, and there only being one company in the market able to provide a maintenance service, namely Metric.
