Summary of the work The role is end-to-end delivery management of a portfolio of projects on behalf of law enforcement agencies. The portfolio will include the definition, management and implementation Non-Standard Services and transition elements relating to the Police National Database (PND) Specialist role Programme manager Expected Contract Length 12 months Latest start date 30/04/2017 subject to clearance Who Speclialist Work With Reporting to the Technical Delivery Manager the successful candidate will work with internal Programme team members, third party delivery partners and external stakeholders to deliver key national law enforcement services. What Specialists Work On Management of a portfolio of projects from requirements through to service delivery and operation. Key activities include the following: •Ensure project purpose, scope and benefits are fully defined and agreed •Identify and manage relationships and inter-dependencies between projects within a complex commercial environment of multiple suppliers, 3rd parties and partners. •Ensure effective appropriate project controls including planning, reporting, risks, issues, quality and budget management are delivered effectively and efficiently. •Ensure that the project is adequately resourced at all times and resources are optimised. •Ensure change, deployment and service management processes are appropriately followed. Skills & Experience • Experience of working in a range of structured programme and project management methodologies, including Agile, and have experience in delivering a range of types of projects in a technical environment; • Sound ability to create and lead strategic plans, roadmaps and blueprints, and find ways to move from strategic development to implementation; • Experience of working in multi-disciplinary teams, leading the collaborative planning process, prioritising work that needs to be done against the capacity and capability of the team • Ability to engage and work with development teams to understand the technical solution and make informed decisions • Strong stakeholder engagement skills and the ability to communicate technical concepts to non-technical people • Track record of managing and understanding cultural, strategic and tactical business and policy issues, and how to align digital and technology strategies with business goals Nice to Haves • Technical background (solution or application development) • Experience of development or delivery of audit solutions Work Location Primary location: Home Office, Marsham Street, Westminster, London SW1P 4DF. • Other Home Office / Policing sites within the M25. Visits to Hendon Data Centre, and some external stakeholders visits. T&S will not be payable for travel to sites within the M25. Travel outside of the M25 will be subject to HO T&S policy Working Arrangments Due to the need to interact with multiple stakeholders located in Marsham Street this will be the role base 5 days per week however some remote working may be allowable, supported by a Home Office laptop to enable collaboration and sensitive material to be accessed and exchanged. Security Clearance The role requires DV clearance No. of Specialists to Evaluate 3 Cultural Fit Criteria • Seek constructive outcomes in discussions • Actively involve colleagues and partners to deliver an outcome • Challenge assumptions but remain willing to compromise when it is beneficial to progress • Make recommendations for decisions and options • Personal management of time within a team to best deliver outcomes Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. I have someone who would be suitable for this assignment but is only SC cleared. Will this level of clearance be suitable or does it have to be DV? The candidate will need to achieve DV clearance before starting the role. 2. Is there a current incumbent in this position, or is this a new role? This is a new role which has grown from an existing role. The incumbent contractor in the existing role is leaving the programme. 3. Can you provide any guidance on the range for the day rate. We are waiting to see what the market offers but currently consider up to £850 for an exceptional candidate to be reasonable. 4. What is the status of this role with regard to IR35 Legislation, Will this role be inside or outside of the legislation change? We are awaiting further internal guidance on reviewing upcoming roles in line with the IR35 legislation. 5. You state in answer to a question that "The candidate will need to achieve DV clearance before starting the role." We have a candidate with SC clearance. Will you sponsor the DV clearance process for the candidate if they are selected? Also, given that DV clearance is required, can we put forward an EU candidate (who has been working in the UK for many years and has SC clearance) or must the candidate be a UK national? As a programme we regularly sponsor clearance and will wait for the most suitable candidate to be cleared. What is the lead time for feedback once the application is submitted I will be requesting a CV for the candidate - you can pre-empt this request by sending the CV to NLEDPCommercial@homeoffice.gsi.gov.uk when you submit your application - by noon on Wednesday 29th March and feedback should be available by Monday 3rd April. 7. Please confirm the length of time it will take to acheive DV clearance through the Home office processes, my understanding is that it can take upto 9 months? Each case is different but it is reasonable to expect it to take up to 6 months.
