Why the Work is Being Done The NLED Programme will replace legacy data systems, such as Police National Computer & Police National Database, with the Law Enforcement Data Service (LEDS). LEDS will ensure continuity of business services, and act as a platform for innovation to transform the way the HO manages and supplies data services to Law Enforcement Communities and other authorised Agencies throughout the UK and internationally. The NLED Programme comprises of a Portfolio of Projects and work streams of which Service Transition is one. Other elements include, • Sustainment Transition • Project Management, Support & governance • Systems Integration • Business Design/Analysis • Compliance Problem to Be Solved There is a need to manage the transition of services being developed to a BAU state. To do this, the programme requires a Service transition team, comprising of a Service Transition Lead and at least 2 Service transition Managers to deliver outcomes such as Service Design Packages, Impact assessments, Service Transition governance. To support the transition from Tranche 1 to Tranches 2 & 3, the service transition team will lead on AIS & SRRs and manage Implementation Milestones. Who Are the Users Users consist of UK Law Enforcement Communities and other authorised Agencies throughout the UK and internationally. These include (but are not limited to): • Police Forces – 43 separate forces throughout the UK • Border Control / Immigration • Government Departments • Government Agencies • Disclosure Services • Criminal Justice System • Offender Management Services. User requirements include the provision of capability to: • Check an individual’s identity, offending history, status, and location • Analyse data to identify links between people, objects, locations and events • Set up automated alerts for new or changed data and events of interest Early Market Engagement Work Already Done The programme is currently in the Inception phase. The initial business requirements have been captured and the high level architecture has been defined (including the transition states for legacy systems). The following activities have been completed: • Initial business requirements elaboration • Solution architecture definition • Prototyping for core LED services • Proof of concepts to test critical transition technologies Existing Team NLEDP currently consists of Programme/Project Management, Business Change, Business Design, Data Migration and Technical Architecture teams. These teams are comprised of Civil Servants, contractors and other suppliers. NLEDP sits within the Crime, Policing and Fire Group (CPFG) who may require related Outcomes to be delivered within the scope of this contract. Current Phase Discovery Work Location Initially at Customer premises within the M25, including, but not limited to Hendon Data Centre, Home Office Croydon or 2 Marsham Street, London. Working Arrangments Individuals working client side will be required to work onsite at HO buildings in London and / or Croydon 5 days per week. Agreement may be given for occasional remote / homeworking subject to IT and delivery constraints. Home Office IT will be provided though there is an option for suppliers to bring their own laptops, subject to agreement of a Security Aspects Letter. Security Clearance SC Cleared or the ability to be cleared to SC level Additional T&Cs Skills & Experience Experience of working in blended, multi-discipline, multi-vendor team environments Expertise in multiple project methodologies including Agile delivery, Waterfall and Agile at scale Experience of successfully delivering Service Transition outcomes for national organisations working in complex and highly regulated environments. Expertise and experience in Business Analysis and Programme & Project Management Experience in managing Acceptance Into Service and Service Readiness Review processes Experience of managing financial & contractual processes Have experience of working with multiple cloud vendor technologies and tools (e.g Azure, UKCloud, AWS), have experience of working on migration between different cloud vendor technologies and on-premise to Cloud Experience of transitioning working/live services to in-house teams and/or other supplier teams – e.g. supporting and developing in-house capability and capacity and maintaining an exit strategy/handover Have experience of working on three or more digital by default government services Managing a complex array risks and issues in government departments Experience of providing Programme and Project support for complex and diverse projects Experience of providing a flexible resource profile that can adapt to demands across the engagement Have experience of ITiL Service Management Nice to Haves An understanding of the Law enforcement landscape Experience of complex governance in a large organisation No. of Suppliers to Evaluate 3 Proposal Criteria Approach to on-boarding and integration into the existing projects Demonstrate how you would plan a service transition project Ability to flex resource (increase & decrease) within their team Illustrate core team structure - including CVs of key personnel Value for money, with transparent costs Cultural Fit Criteria Experience of working with Government departments such as the Home Office Evidence of how the supplier integrates with an existing team, takes ownership of problems and resolves issues The ability to work within the spirit of the Civil Service code, as at https://www.gov.uk/government/publications/civil-service-code Experience of successfully managing relationships with other suppliers - especially SMEs Ability to transfer knowledge & skills to Civil Servant team members Payment Approach Capped time and materials Assessment Method Written proposal Reference Presentation Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range £4 to 4.5m
