Tender description

Guernsey is not a member state of The European Union and as such the EU Procurement Directives have not been implemented in The Bailiwick and neither do the UK Public Contract Regulations 2015 extend to The Bailiwick. Guernsey operates under its own public sector procurement regulations. This PIN is issued for information purposes only to broaden awareness of this forthcoming opportunity. In February 2016, the then Social Security Department developed an outline proposal for an auto enrolment Second Pillar pension scheme which will encourage the population to make greater provisions for themselves for the future through pension savings. The States approved the principles for the introduction of a Secondary Pension scheme (‘the Scheme’) subject to further research. However, detailed proposals are still being developed and need to be taken back to the States. Further information about the project can be found on http://www.gov.gg/secondarypensions. Part of those detailed proposals will involve a pension provider, selected through a competitive tender exercise. Before undertaking the tender exercise for a pension provider, the Committee for Employment & Social Security (‘the Committee’) are seeking to establish the level of interest there might be for the delivery of the scheme administration and to further inform the Committee on how to refine the technical specification for the potential procurement.
