Who Speclialist Work With You will be working with a full team made up of a Delivery Manager, Product Manager, Developers and DevOps What Specialists Work On The BA/UR will be required to work within a feature team that is developing several different web, and API, based applications and services. The Data Quality capability is a service that provides reporting and analytics on Advance Passenger Information and other Aviation based data sets to Border Force. This work will involved engagement with Commercial carriers to understand their requirements. Where the Work Takes Place Main location for the work will be at Bedfont Lakes Business Park for 4-5 days, with occasional other locations being central London and Croydon. Remote working may be available where necessary. Early Market Engagement Working Arrangements The supplier is expected supply a resource working within a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Work Location Main location for the work will be at Bedfont Lakes Business Park for 4-5 days, with occasional other locations being central London and Croydon. Remote working may be available where necessary. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel, if successful the bidder will be asked for confirmation of security clearance or we will initiate clearance process. Additional T&Cs The contract term will be for 6 Months with the opportunity to extend for further period up to a maximum of a further 6 months. Reviews will be conducted on the achievement of Discovery and Alpha outcomes Skills & Experience Demonstrable experience of the BA/UR role working within fast paced, agile and waterfall project delivery methodologies and in the application of GDS services standards to digital delivery – 8% Proven expertise and experience of analysing, defining and articulating complex problems clearly across strategic, business, systems, process and data areas of work – 18% Demonstrable expertise of process modelling, gap analysis and requirements engineering (within agile frameworks) and the delivery of appropriate artefacts to progress development, achieve business objectives and TOMs - 20% Strong stakeholder relationship/management skills, demonstrating significant success in facilitating collaboration, influencing, communicating and negotiating at all levels Operational and Supplier, with the ability to resolve potential conflicts early - 9%. Significant expertise and experience of undertaking options identification, analysis, evaluation and recommendation to enable informed strategic and delivery decisions - 5% Nice to Haves Airline domain knowledge BCS or ISEB Diploma in Business Analysis Proven expertise and experience of articulating business and user needs for data analytics within the public sector Proven expertise and knowledge of core and innovative data analytic capabilities and use of data analytics to achieve business transformation Demonstrable knowledge of the complexities inherent in the enabling capabilities of data acquisition, data governance, data ingestion, data matching and machine learning Significant understanding, expertise and experience of working within Government departments, the general business operations, data, organisational structures, systems and processes Demonstrable experience of positively engaging and influencing senior stakeholder managers at a strategic level within Government departments No. of Specialists to Evaluate 3 Cultural Fit Criteria Collaborative approach to delivery-2% Used to operating with a flat team hierarchy -2% Full team involvement in the development of user stories and story decomposition-3% Iterative software development methods, delivering MVPs quickly and then refactoring based on business priorities-3% Assessment Method Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range £800
