Summary of the work IAS has a portfolio of successful .Net applications developed in-house that support Army branches and their business processes. The specialist will provide technical leadership to a team of .Net developers to build new, and support existing .Net applications. Specialist role Technical Architect Expected Contract Length 129 business days Latest start date Monday 10 July 2017 Maximum Day Rate £567 Early Market Engagement N/A Who Speclialist Work With The Specialist Company will be required to work with the Authority and other Suppliers to ensure coherent delivery of the services. The Specialist Company must have the necessary office facilities to support their own off-site working. It is anticipated that the Specialist Company will agree with the Authority to spend varying degrees of time located at the Authority’s site for face-to-face meetings and to carry out work of a security sensitive nature. What Specialists Work On Architect solutions, formulate estimates and provide design expertise for new and enhancements to existing MS .Net applications and services based on prioritised business requirements. Provide technical oversight for all designed and hosted MS .Net platform applications and services Provide advice and guidance on software engineering best practices including continuous integration and continuous delivery. Provide advice and guidance on emerging industry direction with regard to software services design and hosting with regard to cost effectiveness and sustainability. Develop policies and standards, and technically assure that all .Net applications and services are aligned to the aforementioned policies and standards. Skills & Experience • Minimum of 5 + Years in a development team lead role. • Minimum 3 yrs Certified ScrumMaster. • Proven experience of transitioning a development team from waterfall methodology to a Scrum Agile methodology. • Recent knowledge, experience and demonstrable ability in Microsoft Azure, including configuring, securing and managing IaaS and PaaS workloads. • Recent knowledge, experience and demonstrable ability in C#/ ASP.Net including ASP.Net MVC 5 /Authentication / Authorisation / Web Services / AJAX / State Management / Web Farm Deployment) • Knowledge, experience and demonstrable ability in Net Framework Versions (2.0, 3.0, 3.5,4.5, 4.6) • Recent knowledge, experience and demonstrable ability with F# development including scripting. • JavaScript ES2015/2016 and TypeScript together with bundling tools such as WebPack. • Recent knowledge, experience and demonstrable ability building OData web services using ASP.Net Web API, RESTier and WCF Data Services • Recent knowledge, experience and demonstrable ability in building Single Page Applications using TypeScript, React/Redux • Recent knowledge, experience and demonstrable ability with a wide range of authentication and authorization protocols including ADFS(2/3), SAML2, OAuth2, OpenID Connect and WsFederation. • Use of Git to manage source code • Experience in building Secure Web Applications including knowledge of how to mitigate common risks listed by OWASP • Recent knowledge, experience and demonstrable ability in SQL Server 2008/20112/2014/2016 (Database Design / Normalisation / Indexing / Stored Procedures / T-SQL / Full Text Search/ Audit CDC/ Temporal Tables). • Recent knowledge, experience and demonstrable ability with Test Driven Development practices using xUnit/MsTest/Moq/Effort/AutoPoco. • Proven recent experience of the deployment and management of TFS across the full application lifecycle including Agile planning, Build, Test and Release Management. • Proven recent experience of Visual Studio Team Services including integration with non hosted systems via REST services. • Knowledge, experience and demonstrable ability in SQL Server 2008/20112/2014/2016 (Database Design / Normalisation / Indexing / Stored Procedures / T-SQL / Full Text Search/ Audit CDC/ Temporal Tables). Nice to Haves • Identity Server 3 & 4 • Documentation of web api using OpenAPI (Swagger) Specification • Entity Framework Code First including migrations. • SQL Server Reporting Services • SQL Server Integration Services • Automated Acceptance testing using BDD frameworks such as SpecFlow/Canopy (F#)/Selenium • PowerShell scripting and Desired State Configuration. • Build Automation using Fake • GIS technologies such as Esri GIS Server, OpenMap, WMS/WFS Server technologies, SAFE Fme for spatial Etl • Design of XML Schemas for data exchange. Work Location Primary location - Army Headquarters, Andover, Hampshire, SP11 8HJ. Working Arrangments The Specialist company shall use its own initiative as to the manner in which services are to be delivered; for the avoidance of doubt, the Specialist Company shall not be supervised, directed or controlled regarding how the services are delivered. The Specialist Company shall use its own equipment where security requirements permit. The Specialist Company is expected to provide the services on such hours/days as required to meet any deadlines, as agreed between the Specialist Company and the Authority. The Specialist Company shall provide the necessary resources to support the Services which shall include one or more specialists. Security Clearance All specialists should have the necessary security clearance for the duration of the role in order to be able to access MOD premises and information up to SECRET – UK EYES ONLY; this is the DBS NSV SC level of vetting. Is this role inside or outside IR35? Having applied the HMRC online employment status assessment tool, the working practices of this engagement are shown to fall outside the scope of the intermediaries legislation (IR35). 2. Could you please let us know 1. The maximum number of applications we could submit. 2. The date on which feedback would be provided for the submitted application. 1. Each supplier can provide a maximum of 1 candidate per role, this is in order to remain fair and equal to all suppliers who apply. 2. The Authority cannot provide a specific date as to when suppliers will receive feedback on their application. However it is our intention to provide feedback approximately between 26th June - 7th July. 3. Is there a incumbent onsite? if not was there someone occupying this role up until 31/03/17? Thanks This requirement is currently being fulfilled under a Contract due to expire. 4. Will you sponsor clearance for eligible candidates? IAS would prefer the candidate to be SC already but would be willing to sponsor the clearance for an eligible candidate 5. UPDATE: In regards to the question asked "Will you sponsor clearance for eligible candidates?" I have now received a new response. IAS would prefer to have someone who is already SC. If the right candidate is not available with SC; then IAS would consider sponsoring the chosen individual with BPSS. It would remain the intermediaries responsibility to put the candidate through the vetting process, hold the security details and provide SC details to IAS. IAS does not have the ability to process vetting 6. Regarding the SC clearance status, if the candidate does not hold active SC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance IAS would prefer to have someone who is already SC. Is the rate inclusive or exclusive of VAT? Exclusive of VAT 10. Any chances of change in start date as the latest date mentioned is Monday 10 July 2017 The 10th July 2017 is the desired start date as it is the intention of IAS to have a candidate in work ASAP and we believe that this will allow enough time to undertake the evaluation process once the advert has closed 11. Any specific format(pdf,doc) in which CVs to be sent later CV’s will not be required. We will only require responses to the set criteria as seen in the advert
