Tender description

The Group wishes to implement a Mechanical Engineering, Electrical Engineering, Structural Engineering, Civil Engineering Service to be provided by 1 or 2 Consultants. The contract will run for one (1) year with four (4) options to extend for further periods of twelve (12) months each, at the Group's discretion and upon satisfactory performance of the Consultancy. If all extend options are exercised, the contract will run for a maximum of 5 years. The Group requires a Consultancy to provide the necessary specification and drawings for tender to support projects across Thirteen Groups stock portfolio. The Consultant's contract will include, but not be limited to: — Provision of design and accompanying specifications for the development of tender documentation for the Group; — Provision of all necessary pre and post contract drawings; — Possible participation in tenant consultation events; — Ad hoc advice as and when required by the Group; — On site contractor supervision and liaison with other stakeholders; — Requisite quality checks (on the contractor's work on site); — Snagging and commissioning; — Variation sign offs; — Liaison with principal contractor(s) to provide financial information so that the Group can make interim and final payments. Therefore, the Group will advertise tenders and procure main contractors using the Consultants information. Companies wishing to bid must have suitably qualified staff and adhere to all regulations and legislation pertinent to projects the Group wishes to procure. These will be identified when budgets are set which some are presently unknown. Consultants must take into consideration our tenants when any type of work is to be carried out in and make all efforts to ensure the Contractor(s) avoids disruption to the tenants. As such, the successful Consultant(s) must ensure that all Contractors comply with the Group's Contractor Code of Conduct. (See Appendix B.) Project Management: Consultants must be able to demonstrate relevant experience of managing projects of a similar nature i.e. working in areas accommodating various people e.g. elderly and vulnerable persons. The performance of the Consultant will be measured against key performance indicators (KPIs). The measurements will be agreed between the Consultant and Thirteen Group (this is to be agreed). The Consultancy must provide Thirteen Group with a dedicated, named contact and their contact details. This person must have the required authority to resolve any issues with the contracts, should they arise for all disciplines. This named contact or his/her representative/s will be required to attend regular project review and office or site based meetings with Thirteen Group and main contractors. The frequency and location of these meetings will be agreed between parties, depending on the scale and complexity of each individual project although predominately within the Tees Valley area. Chairing site meetings with main contractors may also be required when the consultancy company is acting as the Group's Project Manager.
