Tender description

London Borough of Hammersmith and Fulham, Royal Borough of Kensington and Chelsea and Westminster City Council (The Councils) are undertaking a preliminary market consultation exercise to determine the future commissioning and delivery options for the provision of Mental Health Supported Accommodation. Further to the Mental Health Supported Housing Strategy Provider Consultation Event held at Hammersmith Town Hall on 17th May 2017, the three Councils wish to undertake a market consultation exercise in form of a soft market testing questionnaire to ascertain the market's appetite for these opportunities, with a view to gaining your input and expertise into the service design, procurement processes and contracting models to help shape the project to achieve its greatest potential. Understanding what the market can offer will enable the Councils to structure contracts and specifications for these services whilst also learning more about the plans of potential providers. Please respond to the questions as fully as possible, providing all the necessary supplementary information, and send your completed questionnaire by email to David.Goulding@lbhf.gov.uk by close of business on Friday 30th June 2017. All information provided will be treated in the strictest of confidence. This is not a call for competition. This soft market testing questionnaire is part of preliminary market consultation. For avoidance of doubt, this does not formally signify the beginning of a procurement exercise and does not constitute any commitment by the Councils to undertake any procurement exercise. Participation in this market consultation exercise will not include or preclude any organisation from participating in any potential future formal procurement exercise. Participation in this consultation will not give rise to any expectation that your organisation will be selected to participate in any subsequent procurement exercise. The outcome of this consultation will aid the development of the project on behalf of the Councils, and no single response to this consultation will be favoured. The responses from your organisation may be used to provide the Councils with a clearer understanding of the recommended route to procurement and subsequent development to achieve the stated project vision. The outcomes of this consultation will become the property of the three Councils. The Councils will not reimburse providers for any expenses incurred preparing the responses.
