Why the Work is Being Done The ROF Programme aims to develop and implement a new and sustainable approach to regulation that leverages business behaviour change to deliver benefits for consumers. We want to design and implement a regulatory delivery model that ensures a long term financially sustainable and effective approach to regulating food safety across the food chain, making use of all available data. One of the first steps towards this is to develop a single register of food business operators (FBOs) in England, Wales and Northern Ireland which is then subject to a new more robust risk based segmentation approach. Problem to Be Solved The programme is looking to modernise the approach to food business start–up and segmentation. As part of implementing a new approach we need to identify businesses according to levels of risk, using this information to develop a register of food businesses. This involves 1) developing the risk model and identifying the data needed to segment businesses 2) Determining the best way to capture/harvest data need to develop a register giving the FSA as Central Competent Authority an overview of food establishments 3) Increasing new business awareness of requirements to register and expanding their understanding of obligations under food law Who Are the Users As the FSA I need a list of FBO’s, to subject them to a segmentation process based on risk to ensure the appropriate controls are identified. As a Local Authority (LA) officer I need the list of all FBO's within my area and any controls that I am required to implement. As a third party enforcer I need the list of FBOs that I am required to carry out action on. As a FBO I need to register my business and gain business guidance. As a citizen I want to know that all FBO’s have been subjected to appropriate controls Early Market Engagement Work Already Done The ROF program has created a Target Operating Model project with distinct workstreams looking at specific areas of the model. Each workstream is led by a relevant policy expert. The workstream leads for Segmentation and Business Start Up have set up working groups of both internal FSA and external expert advisory groups to look at issues, challenges and potential opportunities. Existing Team The team will be expected to work as an independent team, with support from the relevant FSA policy workstream leads, internal Business Analysts, Programme Managers, and the Head of Digital. A Digital Service Manager is being recruited into the team. Current Phase Not started Work Location Aviation House, London Working Arrangments We are flexible about the location of the team, however expectation is that the team will attend key meetings and sessions in FSA offices. The team will need to work openly and collaboratively on digital channels, for example slack. Security Clearance Baseline clearance (BPSS) with the signing of a non-disclosure agreement (NDA). Additional T&Cs Skills & Experience Demonstrable level of experience in delivery of successful Discovery outcomes to support complex service and technology needs, including undertaking service design Have experience delivering professional business analysts, user researchers, designers, delivery managers and technical architects Demonstrable extensive experience of working within an agile methodology while retaining the ability to recognise and work with waterfall governance structures. Demonstrable prior experience of enabling business transformation and working closely with subject matter experts to achieve this. Demonstrable experience of designing an overall delivery approach from solution architecture and service design Proven experience of complex user journey mapping across ranges of users and stakeholders Have experience of working with multi-agency departmental programmes Detailed understanding of government digital service standard and Technology Code of Practice, including GDS service design manual and wider industry-standards Technical expertise of open source development, including back-end technologies, databases, developing APIs, meeting data standards, and experience of GitHub, front-end, UI web development and responsive web design (HTML5/CSS/JS) Demonstrable experience of carrying out user research with a diverse mix of users and stakeholders, including assisted digital. Demonstrable experience of integrating live services, by maximising use of the products and minimising custom developments Experience in using evidence-based research to inform a user-centred design, focused on external users’ needs, end-to-end user journeys, motivations and goals Proven experience in using robust metrics, analytics, search data and user feedback to audit and define key content and services Be able to deploy resources and begin first package of work no later than 17th July 2017 Nice to Haves Demonstrate an understanding of possible technological developments within the food industry and the opportunities this offers our programme of work Demonstrate how you analyse and document service data and metrics; provide examples of where you have implemented this for a similar service Experience of defining appropriate portfolio, programme and project structures in the context of digital services delivery, and providing reporting, planning, risk, dependency, financial and change management aspects of the Programme Have demonstrable experience of transformation programmes and replacing legacy systems including developing hybrid transition plans for a consolidated service of legacy and digital platforms Designing and implementing solutions that comply with the General Data Protection Regulation (GDPR) (Regulation (EU) 2016/679) No. of Suppliers to Evaluate 3 Proposal Criteria Approach and methodology How the approach meets the ROF objectives Estimated timeframes for the work How they’ve identified risks and dependencies and offered approaches to manage them Team structure & profile of proposed contributors Value for money Cultural Fit Criteria Experience of successful collaborative working as part of a multi supplier delivery team sharing knowledge within the team, and be transparent and collaborative when making decisions Able to challenge the status quo and use persuasion skills to achieve business buy-in Bring agile mindset and principles into practice Ability to engage with various types of stakeholders, understanding their level of technical literacy and adapting behaviour/communications accordingly.
