Summary of the work SWYT BI Release 3. SWYPFT is looking for a supplier to provide new development and continued support for its Business Intelligence programme from July 2017 until December 2017 (estimated). Expected Contract Length 6 months Latest start date Monday 17 July 2017 Why the Work is Being Done SWYPFT has been developing its Business Intelligence programme for the last eighteen months to support the Trust priority of data driven improvements and innovation. This has been on a release based delivery cycle. The data warehouse currently encompasses mental health data from RiO and incident data from Datix. The next stage of work (R3) will involve integration of community data from SystmOne into the warehouse to provide actionable intelligence to community teams in the Trust. An inital suite of reporting will be required. R3 will also incorporate coaching and mentoring of existing staff to enable a self-sufficient and sustainable programme Problem to Be Solved Development of existing data warehouse to incorporate community data (SystmOne) and enable reporting from the warehouse working with Trust staff. Including: • development of extract, transport, transformation, load processes; • creation of master data management; all current and future data sources code to the same structures and values within the warehouse; • expansion/ integration of all data sources into the single source of truth; • delivery of a basic suite of community reports from the warehouse; • maintenance/ support of existing BI system • train, develop existing team to be self sufficient • full documentation of warehouse and reporting parameters Who Are the Users The work is done iteratively; there is intense collaboration with the business (clinical, administrative and managerial). The information consumers are crucial and integral partners to business intelligence delivery. Continuation of existing — and development of new — strong working relationships with technical, business, and clinical staff across the Trust are of paramount importance. All users are expected to use the reports as part of normal business on a daily basis. The business intelligence team is expected to understand all aspects of the warehouse and reporting by the end of each release. Work Already Done As noted above, this digital outcome represents a continuation of and extension to the business intelligence programme currently in progress. There are comprehensive extract, transport, transfer and load processes in place to take data from RiO and Datix. Data is taken weekly and nightly from full database copies, and during the day from a log shipping replica. There are multiple multidimensional cubes. Reporting is delivered through a single portal. The technology platform is SQL Server (SSIS, RDBMS, SSAS inc MDX, SSRS) and SharePoint. Existing Team The supplier will work in close collaboration with the existing business intelligence team, currently comprising a BI Lead (will lead on user requirements and project manage this release in conjunction with the supplier), a Warehouse Manager and a Reporting Analyst. Recruitment is underway for a Reporting Manager, an additional Reporting Analyst and a Senior Quality Assurance Analyst (2 days per week). In addition, there are about 40 to 50 key business and clinical staff across the Trust who have strong working relationships with the BI programme. Current Phase Live Skills & Experience • Experience in and knowledge of at least one of the primary systems involved (RiO, Datix and SystmOne) • Demonstrable knowledge of all aspects of business intelligence architecture • Demonstrable knowledge of — and skills in — all aspects of BI implementation using Microsoft technology • Experience of providing detailed documentation of all technical solutions • Experience of mentoring and training staff in all aspects of business intelligence • Substantial NHS experience • Substantial experience in working with end users to determine BI needs from business process analysis • Substantial experience in user liaison, communications, and conducting roadshows and presentations Nice to Haves • Prior work with SWYPFT on Business Intelligence • Prior work with a Partnership or Community Trust • Substantial experience with iterative development methodologies Work Location The work will be done primarily at Fieldhead Hospital, Ouchthorpe Lane, Wakefield, West Yorkshire, WF1 3SP. Visits to other Trust sites will be required, in Barnsley, Huddersfield, and Halifax etc. Some of the work will be able to be done off-site but the emphasis is on joint working with the existing team. Working Arrangments The methodology employed by the Trust is evolutionary, incremental, collaborative, and iterative. These principles apply across all aspects of the work. Whilst some of the technical work may be done off-site, all user interaction wil be done locally. An essential component of delivery is working with and training up Trust staff. Coaching and mentoring will be crucial, and this will also involve local working. Additional submissions required by the Trust for this bidding process: Assessment will require both a written proposal and a reference: Written proposal for SWYPFT BI Release 3 using the standard Proposal template with adaptation. The expected proposal will include at least a 1 page descriptive overview of the proposed solution and delivery approach (the headings 'Proposal' and 'Proposed Approach' may be combined). The supplier may elect to provide additional material such as technical diagrams or methodology, either embedded with the proposal or as appendices. 'Estimated Timeframe' and 'Value for Money' are not required. 2. Additional submission required by SWYPFT for this bidding process Reference contact details for a previous project undertaken in the last 2 years with similar project requirements; this should relate to a project undertaken by those who will work on our release. A summary from the supplier (max 1 page) explaining the relevance of the reference should be included. 3. Is it anticipated that TUPE transfer of existing staff will form part of the service offering? I would be helpful if the reply would indicate if this was desirable or not, thank you TUPE will not apply to this project 4. One of your essential requirements is "Understanding of SWYPFT direction and requirements". Does this mean we must have worked with you before, to be considered ? You do not necessarily have to have worked for SWYPFT to be considered for this work 5. Have you been supported by a third party supplier through the first two phases of the project? - Is the data in the warehouse that we will be interacting with as part of the project classified as personal data? Would we be considered a data processor? - Is access to the data in SystmOne already set up or will it be part of the project for us to facilitate access? - In terms of joint working with the team, is there a minimum expected on site days per week over the six months? If so, can you please detail? We have been supported by a third party during the first two phases. The data warehouse does contain personal data.A data processor is defined as “a person, other than an employee of the data controller (the Trust), who processes personal data on behalf of the data controller” so, on the information provided, We confirm they will be considered as such.A nightly download from SystemOne is already in place.The majority of the time is expected to be on-site with the team – at least 3 days a week.
