Summary of the work An exciting opportunity for talented, tenacious individuals looking to join our team and take lead in creating world-class services in the Prison and Probation environment. You will ensure the secure delivery of high-quality, user-centred products that positively impact the lives of offenders, prison staff and society as a whole. Specialist role Delivery manager Expected Contract Length SOW001 dated to 30/09/2017. Subsequent SOWs 3 month durations, up to 24 months Latest start date Monday 10 July 2017 Who Speclialist Work With We're building a team of around seventy experts in Web Development, Design and User Research in Sheffield. This is a brilliant opportunity to be part of a growing team from its nascent stage and to play an active and continued role in the strategic development of the team and studio approaches. -Product team of product owner, interaction designer, developers -Agile coach for the studio -Head of Delivery in Sheffield -Community of delivery managers (currently you plus one other - growing to 8 in Sheffield), MOJ delivery management community (based in London), cross-government agile delivery community What Specialists Work On Enable team members to create/run outstanding digital services using appropriate agile principles/methodologies, learning & iterating approaches frequently, to ensure the team deliver in the most effective and efficient way possible Remove impediments/blockers for the team Work with the product manager and other team members to define the roadmap for your service and translate this into actionable user stories and sprint-by-sprint plans Lead the collaborative, dynamic planning process for each sprint, helping team members prioritise work against the capacity and capability of the team Participate in the agile delivery manager community, sharing/re-applying skills/knowledge and bringing in best practice Skills & Experience • Proven experience in delivering high quality digital projects and products • Proven experience using a range of agile tools and techniques • Proven experience balancing multiple priorities and dealing with ambiguity • Proven ability to challenge and remove any unnecessary barriers to service delivery • Experience in matrix-managing multi-disciplinary teams • Highly articulate and credible at a senior level, consistently delivering accurate reporting as to the current state of play with regard to the delivery of your service • Experience creating an excellent, delivery-focused, fun team environment where all team members from a range of disciplines thrive Nice to Haves • Strong negotiation skills and the ability to influence external partners, stakeholders and customers to secure mutually beneficial outcomes • Excellent understanding of the digital landscape (inside and outside of government) and the opportunities for service improvement and innovation offered by digital technology • A high degree of market awareness, with demonstrable experience of innovative approaches to procuring services and of managing relationships with suppliers Work Location Greenfield Hse, 32 Scotland St, Sheffield, S3 7DQ (with some time in London) Working Arrangments The role is Sheffield based, but there may be travel involved to other regions of the country including London. There is a £5000 limit on travel expenses: expenses will only be covered for meetings outside of Sheffield. Travel between Sheffield and the supplier’s location will not be covered. The assessment method only states "work history". Will there be no interview for the specialists that are shortlisted? Apologies - this was an error. We will be interviewing shortlisted candidates as per usual process. 2. Please can you clarify what is required by the deadline of midnight Fri 23rd June - just 100 word responses to all the skills and experience criteria? Or do you need a CV sent also? If so, what email address should it be sent to? The online DOS application must be completed by Midnight Friday 23rd - this includes the 100 word Skills & Evidence responses. We also require the candidate CV to be sent across, by email to contractorrecruitmentsheffield@digital.justice.gov.uk, by 9am Monday 26th. 3. What is the maximum day rate We are choosing not to publish a maximum day rate for this opportunity. 4. Is the rate inclusive or exclusive of VAT? Exclusive. 5. What is the total number for positions open for this role There is one position open for this role currently. 6. Is occasional remote working allowed? Yes. We are happy to discuss further during the evaluation stage. 7. Any specific format(pdf,doc) in which CVs to be sent later There's no specific format required. 8. What are the other expenses which will be paid We are happy to expand upon our expenses policy during evaluation. 9. Any chances of change in start date as the latest date mentioned is Monday 10 July 2017 There's always an element of flexibility with start dates to an extent with our roles. If a Specialist is best fit but unable to start in time, we are happy to discuss this further during evaluation. It is worth noting however that this position is required as soon as possible. 10. Will this role be within IR35? We complete IR35 assessment once the role has been filled, so we cannot provide confirmation at this stage. I can confirm however that Delivery Manager Specialists sourced via DOS working currently in the Studio have been assessed as outside of IR35. 11. What is the lead time for feedback once the application is submitted? We want to be as efficient as possible with sifting and evaluating. We expect to complete and feedback assessments by the W/C 3rd July. 12. Will you sponsor the clearance Obtaining clearance is the responsibility of the Specialist and/or the Supplier. 13. We have a candidate that is suitable for this role, but falls over the capped rate card that we have - is there a way to submit at actual cost instead of the capped rate? Contact the Digital Marketplace team to amend your cap - we cannot help you with this. You are welcome to submit your candidate and outline in the email the differences in day rate whilst you amend your cap.
