Tender description

HIAL wish to appoint Consultants to a Framework Contract for the provision of Infrastructure Professional Services to support HIAL to manage the maintenance and renewal regime of property assets at its 11 airports. The Framework Contract is split into Lots. The Lots are: Lot 1 Asset Inspection & Reporting Services and Design, Engineering and Quantity Surveying Services. Lot 2 Project Management and Supervision Services. Restricted tender under the Utilities Contracts (Scotland) Regulations 2016 to appoint a maximum of three Consultants to each Lot within a Framework Contract for the provision of Infrastructure Professional Services. Consultants will be ranked and Package Orders will be offered to the highest ranking Consultant unless unable to participate due to capacity or performance issues. The Services under Lot 1 will be as instructed, and may include: Asset Inspection and Reporting Services: — Asset Condition Inspections; — Information Gathering, Recording, Storage and Analysis (using an electronic software system hosted by the Consultant); — Remedial Works Cost Estimation; — Reporting and Strategic Planning Assistance. Project Support Services: — Formation of project scope, — Site Surveying/Investigations, — Statutory Consents, — Market Research, — Outline Design, — Outline Cost and Programme, — Feasibility Reporting, — Design and Engineering (Civil, Structural, Mechanical, Electrical, Marine), — CDM Principal Designer Role, — Cost Estimating, — Tendering Support, — Any other related specialist services.
