Why the Work is Being Done West London Mental Health Trust requires a Business Intelligence Platform to help centralise and modernise their Business Intelligence Capabilities. The Trust’s immediate vision for business intelligence is to effectively utilise data and information to: better support front line staff in the delivery of safe, effective and client-centred care help improve the performance of individual staff members, team(s) and in turn the entire organisation by ensuring that “right information” is available at “right time” to “right individuals” in “right format” to facilitate “right decision” making support the Trust in its drive towards improving proactive working culture as against reactive approach Problem to Be Solved The Trusts Informatics Solutions are based on outdated bespoke technologies including: Microsoft SQL 2008R2 Microsoft SQL 2012 Microsoft SSRS Microsoft SSAS Microsoft SSIS Qlikview ASP.net developments .Net developments Microsoft Excel Microsoft Access Data is distributed in siloes without commonality and no single point of the truth exists. The Trust has limited self-service dashboards and no real time analytical capabilities. Work has commenced to create a validated and assured data warehouse, West London Business Intelligence (WLBI), using the principles of Kimball Fact and Dimensional Modelling utilising the latest technologies in SQL Server 2016. The supplier shall be required to adhere to the Trust’s health and safety polices at all times. The supplier shall be required to work with members of Trust staff, contractors and other 3rd party suppliers to successfully deliver the services to the requirements of the Trust. No additional costs shall be considered for working with others, unless specifically agreed in advance with the Trust. Security Clearance Employees sent to work at the Trust’s sites must enter the premises only via the official entrance and report there each day on arrival. Employees who work at the Trust’s sites on a regular basis may be required to give their address, photograph to be taken and a criminal check. The proposed references / case studies should meet the Trust’s requirements as detailed in Section 2. The supplier acknowledges that the Trust may contact these reference customers for formal references. No. of Suppliers to Evaluate 3 Proposal Criteria As part of the procurement phase suppliers will be invited to design a Proof of Concept dashboard within their chosen BI Platform within a controlled environment. The design shall include: How the proposed solution will be configured to meet The Trust’s requirements How the proposed solution will integrate with the existing BI Development infrastructures How the proposed solution will integrate with the existing ICT infrastructures 8 physical cores, 2.6 GHz or higher CPU 64-bit processor 256 GB system memory How the proposed solution will integrate with the existing ICT virtualised infrastructures How the proposed solution can be migrated from an onsite to offsite hosted location A detailed bespoke anonymised NHS Mental Health dataset will be provided during a timed workshop session. Cultural Fit Criteria The Trust requires high quality training for all power users\developers to ensure they become internal Subject Matter Experts in supplier’s platform. The training is required to cover all aspects of the platform in structured training sessions that have been specifically tailored to the Trust’s requirements. The supplier shall confirm how training will be provided and describe how they will work with the Trust to agree the most appropriate training methods to be used. The supplier shall provide literature, materials and support to train end users in house to ensure staff are skilled at a required level for end user purposes. The supplier shall support future iterations of the BI Platform and develop and enhance training and ensure the Trust can maintain a suitably educated workforce.
