Network Rail is seeking a solution for the provision of breakdown and recovery of rail vehicles in the case of any derailment or incidents on a nationwide, 24/7 365 days a year basis. This includes having the capability to deal with a major derailment situation. Network Rail is seeking a solution for the provision of breakdown and recovery of rail vehicles in the case of any derailment or incidents on a nationwide, 24/7 365 days a year basis. This includes having the capability to deal with a major derailment situation. The solution will need to have the capability to dispatch a full breakdown crew to site within 30 minutes of receiving a call. It will be a requirement to maintain on site presence throughout the duration of the operation and to provide shift relief if required. The supplier will need to provide their own equipment but shall also be responsible for the operation, maintenance and storage (under cover storage) of Network Rail owned cranes. The equipment provided by the supplier for breakdown and recovery shall be fully stocked, serviced and transported to site. Resources provided by the supplier will need to be trained to operate on the live railway and hold appropriate certifications, including but not limited to, PTS. The supplier shall provide staff who are fully trained to operate the breakdown and recovery equipment provided by the supplier and that they are trained on using the Network Rail owned cranes and support vehicles. The supplier shall be required to operate a competence management system to make sure breakdown and recovery staff are competent in all breakdown and recovery skillsets.
