Tender description

NWSSP Procurement Services ‘the Authority’ on behalf of Cwm Taf University Health Board has undertaken ‘Pre-Market’ Engagement sessions during June 2015 via OJEU Notice 170024-2015 (2015/S 094-170024)issued on 16.5.2015. Following this notice; which was not a call for competition ‘the Authority’ on behalf of Cwm Taf University Health Board is now seeking to award a contract for the appointment of a Managed Laboratory Service (MLS) Provider. This opportunity is subject to the Light Touch Regime under Schedule 3; Social and other specific services; Pathology Services of Public Contract Regulations 2015. The main common Vocabulary (CPV) linked to this procurement is 85111800: Pathology Services, other additional objects 85111810: Blood Analysis services & 85111820: Bacteriological analysis services It is proposed to run a competitive exercise consisting of 2 stages; a) Stage 1 — Pre Qualification Questionnaire ‘PQQ’, Service providers will only be invited to ITT submission if they are successfully evaluated at the PQQ stage; b) Stage 2 — Invitation to tender. It is the expectation that the ‘Provider’ will provide the provision of and the following ‘service lines’ in an integrated and efficient manner, this may also include an option of transportation of specimens within CTUHB locality. ‘Service lines’ — General Routine Clinical Biochemistry, Immunoassays, Chromatography, Mass spectrometry Electrophoresis (serum & urine), HbA1C, Haematology, Coagulation, Immunology, Blood transfusion, Point of Care testing to include blood glucose and blood ketones, blood gas, automated urinalysis, INR testing, automated pregnancy testing, haemoglobin, HbA1c also to assist in areas of future development through patient self testing. It is the intention to use the contract awarded as a vehicle to integrate any other future pathology requirements; providing assistance to the Health Board to reach optimum efficiency within the current facilities and any subsequent re-organisation or centralisation that is directed from the Health Board; Regional collaborations and/or Welsh Government. This could include the contract being made available to other Health Board's and Trusts within South Wales; namely Abertawe Bro Morgannwg UHB; Aneurin Bevan UHB; Cardiff & Vale UHB and Velindre NHS Trust, however for clarity at the time of this notice it is only Cwm Taf University Health Board that has the definitive requirement. It is the intention of the Authority to enter into a VAT efficient contract where costs are eligible for recovery under the Contracted Out Services (‘COS’) regime as a managed pathology services arrangement.
