Tender description

The London Borough of Camden are inviting tenders for the delivery of the highways and public realm improvement services for the West End Project. The West End Project is a major transformational scheme in the heart of London's West End, Bounded by Euston road to the North, Tottenham court road to the east, Gower street to the west and New Oxford street to the south it also includes areas of St Giles situated in the south. The scheme will change the current gyratory system that is in operation into 2-way roads. It will also include segregated cycle routes, wider footways and improved public realm areas. The scheme will change the current gyratory system that is in operation into 2-way roads. It will also include segregated cycle routes, wider footways and improved public realm areas. The scope of the work includes re-aligning, widening or narrowing of existing footways, carriageway levels and resurfacing, drainage and service duct installation, paved area surfacing, road markings, lighting and miscellaneous landscaping and street furniture (including signage). It is anticipated that a single provider will be appointed to delivery these services, it is also anticipated that these works will take place over a period of approximately 2 years. The successful provider will be required to co-ordinate with statutory authorities for protection and diversion of existing services and other government authorities for the installation of traffic signals. This procurement will be carried out using the Open Tender procedure. Minimum conditions for selection criteria and tender documentation will be published in the council's e-tendering system EU Supply. This is a high profile project for the contracting authority. All minimum selection criteria (defined in contract notice/advert) must be met by the provider. The contracting authority may subsequently seek further information or assurances from the provider with regard to the contract, such as requesting a parent company guarantee (PCG) or other relevant financial bond evidence of ability to deliver the contract. Further clarifications or requirements may be considered in the tender stage to ensure that any prevailing issues identified can be monitored between parties. Submissions that do not meet the minimum financial threshold criteria will not be considered for the selection criteria stage. Submissions that do not meet the minimum selection threshold will not be considered for tender evaluation (award). All communication regarding the tender process must be via the procurement department and must be directed through the messages tab in the system in order to have full record of all communication. We will answer all questions or clarifications as soon as possible and where appropriate all questions and answers will be shared with all bidders. The final date and time for clarification will be midday on the 11.7.2017 and we will respond to any request for clarification at least 6 days before the deadline for receipt of Tenders. The Council is bound by the Freedom of Information Act 2000. When supplying information organisations are requested to indicate which information they consider is confidential and should not be disclosed (if a request for disclosure is received) and why.
